Guest Article: Justice Srikrishna’s Magic Report

This is the first time I am posting an article written by someone else on this blog.  Sometimes you come across an article so well written that it makes to just publish it instead of attempting to write one yourself. 

Telangana and Justice Srikrishna’s Magic Report

The Srikrishna committee has now submitted its much-anticipated report on the “situation in the state of Andhra Pradesh”. The mere fact that the committee met the proposed deadline for submission of this document to the Government of India must be a signal achievement in the annals of government-appointed bodies. In the prevailing milieu where meandering activity takes precedence over timely delivery of results, Telangana’s people had probably resigned themselves to the inevitable request for an extension of the committee’s submission deadline. That such a request was not made, is evidence of apprehension on the part of an otherwise-uncaring Central government that even the normally-gullible masses would see through so blatant a delaying tactic.

There may be a tendency on the part of some in Telangana to view this committee’s report as a significant milestone in the region’s tortuous path to re-establishment as a free entity, as a state finally rid of its neo-colonial Andhra rulers. A word of caution is in order here: This document should not be seen as anything other than what it is, merely a clever ploy employed by Mr. Chidambaram and Co. to gain time. Time, they hoped, which would help them roll back the tide of Telangana’s resolve to achieve statehood and to realize dreams suppressed since the colonial takeover of their land and lives by coastal Andhra in 1956. 

Truth be told, now that this report has been released for public consumption, it is clear that it is not worth even the paper it is printed on. The first four of the so-called “options” presented in the report’s summary have been carefully worded to be so completely out-of-touch with ground realities that they are laughable at best. Why then, were these even included in the document? The thinking behind these options is clear: The Centre has clearly stage-managed the contents of the report so that the options that are complete non-starters are presented first, and then characterized as being “impractical”. This then leads straight down the path of making the goal of a separate Telangana with Hyderabad as its capital seem equally impractical. We then arrive at the committee’s grand conclusion:  Maintain the status quo of a united “Andhra Pradesh”, and provide guarantees, safeguards and more guarantees for Telangana as a part of Andhra – surprise, surprise...

There have been committee reports aplenty, dating back almost to the dark year of 1956 when Telangana was absorbed into the so-called “Andhra Pradesh” state, a gigantic exercise in deception midwifed into existence by Mr. Nehru and the Congress party. Every single report has highlighted the injustices meted out to Telangana and its people in every significant aspect of their lives. Every last one promised guarantees and safeguards. And every last one has been shelved, never to be seen again, and is gathering copious amounts of dust in the State Archives. If anyone thinks the latest whirl around the merry-go-round with Justice Srikrishna and his underlings is a harbinger of real change, he inhabits a make-believe world of pure tinsel fantasy.

The Srikrishna committee’s findings may add to the mound of depressing statistics already available on Telangana’s woes. They may even contain some inane talking points about the ever-present guarantees and economic sweeteners for Telangana. But that is all that these findings are: general, non-binding recommendations which, even if enshrined in law, will be tossed aside by an Andhra-dominated government as casually as were a myriad of other findings from other commissions and committees. Let us finally accept the unpleasant reality that we are an unscrupulous, dishonest society in the grip of a callous leadership with a general disdain for the rule of law. Options, recommendations and development packages are not the solution to the Telangana problem; they are merely palliatives for the short term. These tired half-measures have failed repeatedly in the past as they could not be enforced, and are doomed failure even in the future. Such meaningless bromides deserve to be rejected outright by the people of Telangana.

The Srikrishna report refers to the movement of 40 million inhabitants of Telangana for a state where they can rule themselves free of Andhra domination in the following terms: “has some merit and is not entirely unjustified”. That the wishes of the Telangana people can be so casually dismissed in this manner show that this committee’s report is little more than a mouthpiece for a Centre with virtually no interest in Telangana’s aspirations. The fact that the interests of a minuscule Andhra minority in and around Hyderabad seem to outweigh the wishes of the overwhelming majority of Telangana is a testament to the power of land-owning Andhra lobby and its power brokers with the city of Hyderabad firmly in their clutches.

In a classic case of double-speak, the report also speaks of “continuing the development momentum of the three regions”. The Centre and this committee must be astonishingly tone-deaf to have missed this blindingly obvious fact: the underlying reason for the agitation in Telangana is precisely that there is no tangible development momentum whatsoever in the region. The fact is that there never will be any significant development in Telangana as long as its resources and wealth are misappropriated and stolen by a dominant Andhra majority with control over the levers of political- and economic power. Nothing could be more detrimental to the developmental interests of Telangana at this time than maintaining the status quo and the sorry charade of a “united Andhra”.

The people of Telangana have now seen through the elaborately-constructed façade that is this committee report. They are also keenly aware that the committee’s blatantly biased “options” and recommendations are in no way binding upon the Government of India. No committees, options or recommendations entered the picture when Chhattisgarh, Uttaranchal and Jharkhand were constituted as separate states. No more States Reorganizations Commissions are needed to further drag out the issue of re-establishing Telangana. The time has come for the Centre to put an end to these delaying tactics, and to this puerile game of cat-and-mouse with the people of Telangana.

There are some vital political decisions facing the Centre in the near-term with regard to the re-establishment of Telangana. A government that arrogates power to itself, shies away from making decisions based on the clearly-demonstrated wishes of patriotic Indians, and seeks to crush their voice by force runs the risk of its credibility and legitimacy being seriously eroded. Propping up an unsustainable status quo and holding the future of 40 million residents of Telangana in suspended animation merely to satisfy the rapacious appetite of a land-owning elite and Andhra politicians in Hyderabad is not parliamentary democracy, it is a massive fraud perpetrated endlessly on a long-suffering populace.

The people of Telangana are no longer asking whether they will ever be free of Andhra colonialism. They are only asking how soon they will achieve their cherished dream of statehood and acquire the ability to chart their own course free of the Andhra yoke. The path forward has never been clearer: Nothing short of a separate Telangana free of Andhra rule with Hyderabad as Telangana’s rightful capital is acceptable to them. They will speak soon, in one voice, as one people, united in this urgent quest. And the voice of Telangana will be heard, loud and clear, across the length and breadth of the Republic of India. May God bless Telangana. And may God bless the soon-to-be-free people of Telangana.

    He was speaking on phone from Hyderabad while attending the huge meeting called by 11 Congress MPs and more than 100 Congress MLAs, councillors and district leaders from Telangana. The meeting was conveyed to condemn the report, reject it and plan the next move."

    I wish KCR and his minions win all assembly seats from T region in AP, come to power in a coalition or by themselves and govern properly, allocating funds and completing projects to develop T region. I wish the people in T region put same pressure on their elected representatives to deliver results for the region. I wish the OU students and politicians do fasts and hunger strikes to get funds for their projects.

    ... and this is all not applicable to Seemandraits when they ran the 'Jai Andhra-1972' movement which dragged the entire state into presidential rule for a year, crippled the state economy.

    Do u need a separate state to force ur MLAs and MPs and local leaders to fast for more funds, execution of projects? I am asking u, did ur region MLAs and MPs fast ANYTIME to get funds and execution of projects? Why are they doing it ONLY for separate state?

    U have an opportunity to elect all TRS MLAs MPs etc and get development done through democratic means like fasts and hunger strikes. They r ready to use these tactics for separate state but not for development

    Well the article is nicely written but with a tone jingoism.I from an outside perspective(not from Andhra) feel a smaller state always helps in the overall development of the region.But the cause of worry is "Violence" and statement saying "we will throw out Andhra people" is stifling the demand.

    Like most of So called Telangana people you are very emotional and are crossing teh limits and you suggest guests not to use strong words. So far in various web forums you guys have been quoting great injustices with out any stats. I am not sure hwo many Telangana peple visited Andhra or Rayalaseema. The commision just said Rayalseema is the most underdeveloped part of the state. Yet you conveniently ignore that go on the same rant. It seems like you want to be the party to the dispute and judge as well. You talk about so much Telangana pride, and you could not even send PV to parliament fr=or his PM post. Why are you not questioning your Telangana MLAs for lack of development. There are millions of poor people (and people poorer than you and me in Andhra) and you seem to be blaming every body. Why do you think all people who are happening to be living in coastal region love each other or some BS. For me a Nalgonda person is no different to a Godavari person. In this world of competetion you want to build walls. More importantly what defines Telangana separately from Coastal place just some artificial boundary created by nawab. All you want is HYD jobs take it no need, give me all the poor parts of Telugu Desam, I am happy to live. May be you can build one more grand building like KCR in HYD, with out spending a paisa on development.

    Probably i or like minded ppl will support the movement in view of one place is in right direction ( and may be selfish that it may ripple to rest of India).

    Initially i was putting a clause i'll support but still hyd will be common capital, but I want to give up anything. if for any chance bring all these politicians say "Jai Telengana & Jai AntiCorrupton" else dude you really don't see any diff other than same old leaders with same old their priorities.

    Please include Anti Corroption bill..
    i'm sure this will bring a big support from Andhras well in cluding neutrals in Telengana ppl or ppl against telengana within T.

    I was thinking if this separation sentiment is the result of Nizam rule. Are these Telangana separatists channeling the spririt of Nizam without knowing? But it hit me that a Nizam would never wish that. He would love to have his circar districts, which the British grabbed from him on some pretext or other, back with his Golconda kingdom. That is what happened in 1956 when his ceded and circar areas merged with Hyderabad state.

    His soul grieves that there is a proposal to separate forcefully a unified historical Nizam mulk (desham).

    Why do we need to ask every time when you are thinking that state govt is allocating funds/projects equally?

    We demanded to fix illegal govt job occupants in 1969, again in 1982 again 2001 and 2006. Why do we have to keep ask the same thing again and again? Cant you fix when we asked first time? Are you deaf?

    You must be dumb not to understand it. It is u guys who have problem with 'unmet aspirations' and 'stolen water' and 'stolen jobs'. If water, jobs and devpt needs are not met by ur elected representatives, why don't u ask them to use the same tactics they r using for T state, to get their demands fulfilled? U r mistaken if u think all our demands are met by the govt but we are not resorting to fasts and hunger strikes as we believe we can use our vote power to get the results. Look at all poor regions in rayalaseema, Andhra and rest of country... they r not thinking separate state is the solution for underdevelopment

As per SKC report they concluded(true or false) the current illegal job holders are around 18K? How many decades we have to fight like this? do you need 10 more decades to fix?

    I remember those who got admission with OBC certificate( even though they would try to hide the fact). Children of well-educated officers, studied in good schools, reasonably well-off, intelligent, hard working, articulate and well-read. Yet they all had a common streak - loners, not making friends with the others, trying to top the class in academics and extra-curriculars. Even more common was they all seemed to have an intense hatred for the Reddys and Velamas of Telangana.
    Here is what the SKC report says
    " Aspiring educated and professional OBCs have been most
    vocal and vociferous in their demand for a separate Telangana state. As presented in the socio-economic analysis, Telangana OBCs have the lowest poverty levels and along with coastal Andhra OBCs have the highest per capita
    consumption levels; this large group which is politically very active and forms an aspiring class expects greater gains in a separate Telangana."

    Keep this in mind, things on the ground are changing.
    If Andhras want to live happily in hyderabad, they should let go telangana state. If they make telanganites to forcefully live in united andhra pradesh, there wont be any peace in andhrites life.

    Please read the report carefully and then comment. The SKC options were not thought out of the air. The Rayala-Telangana option was indicated only because the Muslims considered it. It was not a brainless thought of the commitee.

    The Hyd-MBNR-Nalgonda option was considered because a group made a detailed 2 hour presentation on these two districts and how these districts would benefit in case of such an option. This group had well known politicians and others from these districts contributing to that report. The case for such a UT was argued well despite deep questioning by the SKC members. It is not a laughable matter. It is not a joke. It was the aspiration of a section of the people and the SKC did right by looking at it, even if it rejected it - atleast for now.
    Karimnagar and warangal don't represent the aspirations of all people in T.

    Andhras anywhere have a right to peaceful life anywhere in India, like people in Telangana. They have a right to choose where they want to live, like u have choice to seek ur demands. Right to demand does not mean entitled to demand fulfillment. We know how to achieve peace in our city.

    The long awaited Srikrishna Committee report is finally out. It makes no specific recommendations and has thrown the ball squarely back to the politicians to decide. Thus, even though it was completed in time, it has largely been a waste of time. All it did was to keep Telangana tempers bottled up for some months. Now be ready for the explosion.

    The Report's tendency is towards retaining the status quo with some palliatives to assuage the sentiment widespread in the Telangana area. To serve this end it has sought to disprove the claim of most Telangana protagonists that the Telangana region remained backward and under-developed even after more than half a century as a part of Andhra Pradesh. It has marshalled numbers and has used data to support its case.

    As a professionally qualified economist and policy analyst, I know very well that facts can be used to prove or disprove pretty much any proposition. The Srikrishna Committee has used the economist on board to good effect and he has done a pretty good job of what he obviously was tasked with. But what the good Dr Abusaleh Shariff misses is that the issue is not one of regions as much as it is about people. The essential grouse of the Telangana protagonists is that the Gentlemen's Agreement of 1956 was not adhered to and the people of Telangana were systematically excluded from the development process and were given short shrift in the political process.

    Two examples are all it takes to establish this. At the time of integration, it was promised that the Telangana would have a Regional Council that would oversee the development works and most importantly all land transfers. This was to ensure that wealthier migrants from the coastal Andhra region did not buy out the individually poorer people of Telangana. This has happened in every Telangana district where large migrant populations from coastal Andhra have bought up vast tracts of the best canal and tank irrigated lands. All around Hyderabad city people like Ramalinga Raju of Satyam accumulated thousands of acres of land. The migrants will argue that land was bought legally and everything was paid for. That is exactly what the Jewish settlers in occupied Palestine say.

    Now if the Srikrishna Committee spent some of its time studying who owned how much, it would have got a pretty good understanding of what the Telangana protagonists are really talking about. Instead it went out of its way to make a case that all was well in Telangana and that the area had done well. An area is about geography and a people's fears and aspirations are the stuff of politics.
    It was this fear of being swamped, widespread among Telangana people, which was very apparent to the States Reorganisation Commission (SRC) (1953-55) headed by Justice S Fazal Ali. The SRC's recommendation is as follows: "the residuary State of Hyderabad might unite with Andhra after the General Elections likely to be held in about 1961, if by a two-thirds majority the Legislature of Hyderabad State expresses itself in favour of such a unification.

    The SRC also recommended that the residuary state should continue to be known as Hyderabad state and should consist of Telugu-speaking districts of the then princely state of Hyderabad, namely, Mahabubnagar, Nalgonda, Warangal (including Khammam), Karimnagar, Adilabad, Nizamabad, Hyderabad and Medak, along with Bidar district, and the Munagala enclave in the Nalgonda district belonging to the Krishna district of Andhra." This recommendation of the SRC was not heeded and it is the root of today's popular demand.

    Statistics are the essential truth. However much we might seek to misinterpret them they show up the reality in pretty stark terms. Water for agriculture has been a big issue for the people of Telangana. The region is home to two of India's greatest rivers, the Godavari and Krishna, yet canal irrigation accounts for little more than 10 per cent of the irrigated acreage. The area irrigated by private sources, such as wells and tube wells account for about 65 per cent of all irrigated acreage. Tanks which used to account for over 60 per cent of Telangana's irrigated acreage in 1956 now account for less than 5 per cent. In terms of state supported irrigation, even semi-arid Rayalaseema with 20 per cent under canal irrigation does much better than Telangana. By contrast over 50 per cent of the irrigated acreage in Coastal Andhra is by canals and another 15 per cent or so from tanks.

    Mind you water from canals and tanks comes free to the user, whereas well irrigation entails huge capital costs and recurring expenses. To rub salt into Telangana's wounds, a good part of the water from essentially Telangana projects like the giant Nagarjunasagar project is drawn away into Coastal Andhra.

    The Srikrishna Committee was constituted to examine issues that have led to widespread alienation in Telangana. Instead of doing that in an honest and dispassionate manner, it seeks to establish that the claim for a separate Telangana is without any economic or social basis. Its main recommendation is that a single state with some constitutional provision to assuage Telangana sentiments will suffice.
    The least the learned Judge should have known is that such constitutional arrangements will inherently be unconstitutional, if they are only applicable to one region. The Constitution is for the whole country, and what's good for the goose must be good for the gander.

    The sorry state of our democratic process is illustrated by the fact that despite the demand for a separate Telangana state being supported by all the elected representatives of the region and by every political party except the CPM, it is sought to be fobbed off taking recourse to the specious and nonsensical logic that the Naxalites will somehow take over Telangana in the end. If mal-governance becomes the only reason for the takeover by Naxalites, then it would seem the whole country is ripe for it.

  29. I spoke to a few people from Nalgonda and Mehboobnagar yesterday. There seems to be an emerging consensus that the fourth option is what they want. Only thing is a few stated that they want a state rather than a UT.

    They have also said that they have always seen themselves as different and discriminated from the people of districts like Karimnagar, Warangal and Nizambad. They say that the politicians and people of these three districts are arrogant and are the "doralu" who want to capture everything in the name of Telangana.

    I spoke with few Mehboobnagar people and they are expressing the same opinion. They feel that they will gain immensely if they get their mandals attached to Hyd UT. I asked them about abandoning their bretheren , they said every region is acting selfish ,what is wrong if they act selfish!

    I think that opinion is gaining steam. In fact they say that the whole district should be considered and not some mandals. I think that should be agreed specially as they see the other districts distinct from them. Exploring statehood is important so that some politicians come across to support the issue.

    Anyway nice to hear that it is gaining steam. The "naxal agenda" that KCR wants to implement is a dangerous portent for Hyderabad which anyway the SKC also reiterated.

    So let atleast these districts of Hyd, Ranga reddy, Medak, Mehboobnagar and Nalgonda stay away from the Naxal-Agenda and develop.

    If Justice Srikrishna is Lord Krishna and P Chidambaram is Arjuna on the battleground of Andhra Pradesh, you can be reasonably sure the Union Home minister will follow the two-volume Bhagvad Gita of 2010 to the last full stop. Which means his eyes will be fixed on somehow ensuring Option 6 is implemented despite the political price his party, the Congress may have to pay in the Telangana region. Arjuna too had to, much against his wishes, kill Bhishma Pitamah at Kurukshetra, remember.



    Option 6 states recommends keeping Andhra Pradesh united by ``simultaneously providing definite constitutional, statutory measures for the socio-economic development and political empowerment of Telangana region and creation of statutorily empowered Telangana Regional Council''. This the committee feels is the most ``workable option in the given circumstances and in the best interest of the social and economic welfare of the people of the three regions''.



    For all of the UPA government's efforts to make it appear that any decision on Telangana will be the decision of all the political parties and by extension, the people of the Andhra Pradesh, everyone knows the political decision has to be taken by the Congress High command. After all, most people believe, the mess the state finds itself in today, is largely due to the hurriedly-drafted statement on the midnight of December 9, 2009 and the subsequent flip-flop.



    What are its options?



    Not giving Telangana would mean a certain electoral defeat in most pockets of the region. It got a taste of that when it failed to win a single seat in the byelections to 12 assembly seats last year. Even its state chief D Srinivas was mauled by the BJP candidate in Nizamabad despite the heavyweight politician moving heaven, earth and Telangana to ensure his win.

In fact, ever since the agitation got reignited last year, Congress leaders have found it difficult to travel around in the Telangana region especially with people demanding that the party come clean on its stand on statehood to the region. Pressure mounted on the High command has not yielded results since there is an equal and opposite reaction from the elected representatives of the coastal Andhra and Rayalaseema regions, giving an 180 degrees different take on the Telangana issue.



    Insiders in the Congress say the concern of the Seemandhra Congressmen is not out of place. They are dealing with a threat who goes by the name of Y S Jaganmohan Reddy. Ever since he quit the Congress, Jagan has been making moves to strengthen his base by touring the districts extensively. While critics may carp that people are flocking to see YSR's son and that crowds are never quite an accurate barometer of a politician's potential, Congressmen admit he will damage the Congress even if he does not make it on his own.



    And in this calculation if you grant statehood to Telangana, the Congress may as well forget about winning in Seemandhra. And even in Telangana, it will be K Chandrasekhar Rao's TRS which will be seen as the architect of the state and not the Congress. The BJP, at present a party of little relevance in Andhra Pradesh, will gain significantly as well.

    TRS leaders say they will merge the party with the Congress once Telangana becomes a state, but Congressmen say they will be fools to take KCR at his word.

  35. What happens if it doesn't grant Telangana? It loses heavily in Telangana but in the other two regions, it can hope to give a fight to Jagan and Chandrababu Naidu's Telugu Desam. If Kiran Kumar Reddy is allowed to function and perform as well, maybe a serious focus on development projects in Telangana could yield electoral dividends as well. It is a `maybe' but it is atleast a `maybe'.

    The Congress can then hope the Telangana sentiment wouldn't be as strong as it is now, when elections take place in 2014 and people may vote on the development agenda instead of pure sentiment. Kiran can hope to be Andhra Pradesh's Nitish Kumar. Though there is a good chance he could be Andhra's Rahul Gandhi, whose report card in Bihar read 4/243 assembly seats.

    Which is why the Telangana parties are in a hurry. Telangana activists admit reigniting passions this time is proving a bit difficult given that the people of the region are a bit confused by the Srikrishna googly and still trying to figure out if the eminent former Judge did or did not recommend statehood to Telangana. The media blackout of violent agitations is also preventing reaching out to more people in one go.



    Therefore, political pressure is the only way out, they aver. Unless KCR pulls a `fast' rabbit out of his hat.



    TRS sources say they are putting pressure on atleast 5 Congress MPs and 20 MLAs from Telangana to resign. They are also banking on Jagan doing a big show in Delhi on January 11, where atleast 3 MPs and some 20 MLAs are expected to turn up. Will the Congress dare to initiate disciplinary action against so many of its own, without endangering its government in Hyderabad?



    A mid-term poll over the Telangana issue in the region is KCR's best bet now. Riding on the sentiment, he would hope he can be either king or kingmaker in Hyderabad and then force the issue. For that he needs the Congress MPs and MLAs to play ball. Will they, after the lessons on good behaviour they received in Pranab ki paathshaala earlier this week?

    From strictly what I hear from my telugu friends (who belong to telangana and now more specifically to Nalgonda).

    Kodandaram is a forward caste reddy who has dropped his reddy surname to masquerade as some Dalit so that he can cheat the backward classes and the SCs and STs whom his extended caste friends (vellamas and reddys) are exploiting and who want it hidden.

    In fact this whole agitation is brought up because these castes are afraid of a revolution against them and this Kodandaram is their minion is what my friends tell me.

    So now you can decide about Usme Kya Dum Hain? I will say Woh to ek exploiter No. 1 hai.

    On reflection the Ginni coefficient being so pathetic in telangana area (which the SKC report brought out) where the richer got richer and poor got poorer (which is not the case in the other areas) is also "I believe" because of these vellamas and reddys and their minions like Kodandaram.

    Otherwise how does one explain the divide between the rich and poor in telangana except that the rich (read vellamas and reddys) exploited the poor and backward classes.

    Nothing strange there. TOI is a paper and website thats more National. And anyway the violence is hardly there in Telangana area. Its just a small thing that you may or may not carry and add a sensational headline to it. Rediff is a marginal channel.

    When you said "get rid of Khayasts" I was fully in my civilized self to ask whether you are a US citizen or a green card holder. Of course I said "get rid of you as an Indian" which I will fully apologize but that definitely was not away from what you said when you said "get rid of Khayasts".

    I stand corrected which you should be too.

    I find this blog to be sensible and hence I voice and take my time to write here and save every page which I type and so I have the screenshots. Earlier too once or twice I found my comments being taken down or maybe they were blogspot/blogger errors. It happens.

    I do accept 6 is wrong.I think the commision did not consider chenna reddy 2terms as 1 CM term.Even though chenna reddy
    is same person but he ruled twice so they considered it twice.Check the same with Kosta its not 10.But they gave it
    10 since they counted terms and not person.For Telanaga it shud be 5 but they said 6.Does this involve the 1955 yr also?

    This is aboslutely not true.In 4 cr telanganites 1 crore is in hyderabad.Even if we take 50% of hyderabadis means only 50L in hyderabad want Telangana.Same goes with Mehboobnagar,30% Nalgonda,50%Khamama and few parts of Medak and Ranga reddy districts dont want separate state or want the option-4.

    This is known fact.Even if ur not ready to accept this stats please go thru srikrishna report which parts need telangana and which dont need.So in 4 cr 50% want it.Don't say this is also "Andhra guys " Plan.

    Every now and then KCR brings one odd loser leader from north India. Today not a single leader in UPA is ready to even meet him.
    That reflects how insignificant this movement is.

    Goorkha land could get better coverage than T movement. A movement does not mean gathering a few goons and shouting in-fornt of party offices.

    I thought there was match fixing between KCR and PC.
