Telangana 71B: Tughlaqs of Modern India

Continued:

Option 3: Bifurcation of State into Rayala-Telangana and coastal Andhra regions with Hyderabad being an integral part of Rayala-Telangana

It looks like the committee wanted to come up with various permutations and combinations to make it look like they have explored many options.  This is a silly option, suggested by extremely few.  During the protests of 1956, and then during agitations of 1969, and then during the last ten years of Telangana Movement, Rayalaseema was on the side of Coastal Andhra to deny people of Telangana its statehood.  So, how is it possible for Telangana to merge with Rayalaseema to form a new state? When Telangana people say, we want separate Telangana, it is clear that they don’t want to be in the same state with Coastal Andhra or Rayalaseema.  No more experiments for people of Telangana.  We owe this to the future of Telangana.

Option 4: Bifurcation of Andhra Pradesh into Seemandhra and Telangana with enlarged Hyderabad Metropolis as a separate Union Territory.  This Union Territory will have geographical linkage and contiguity via Nalgonda district in the south-east to district Guntur in coastal Andhra and via Mahboobnagar district in the south to Kurnool district in Rayalaseema

I met someone recently in Bangalore.  He and his family migrated from Assam to Bangalore.  He likes the weather here and loves it here, but somehow misses his home-state Assam.  He would like to make Bangalore a part of Assam.  I told him that he can’t do that- he doesn’t own Bangalore other than the fact that he and some of his family members live here, and then I added him that Bangalore will be an enclave inside Karnataka and therefore separate Bangalore is not feasible.  Then without even thinking he said, OK, we will include other districts of Karnataka till we reach the border with nearby state.  He did not care or bother to care that he is just using other districts only to get to the border of another state just for his selfish and vested interests.  He didn’t care to know how and what these other districts wanted.  Such people do exist. They are nowadays called Srikrishnas.

So, what were the esteemed Srikrishna Committee members inhaling when they came up with this suggestion?  What is the rationale for this? Just recently, on 29 Dec 2010, Andhrajyothi published an opinion poll which indicated that 96% of people in South Telangana (which includes Nalgonda and Mahbubnagar) demanded a separate Telangana.   So, how did these Tughlaqs come up with such a ridiculous notion that they can just simply strip away two districts from Telangana just because some selfish people want to ensure Hyderabad is stripped of Telangana?  While they are doing this, why not add 7 more districts and make the entire region a metropolis of Hyderabad.  May be it can be called ‘Greatest Hyderabad’ (since the name ‘Greater Hyderabad’ is already taken up).   Since they are entertaining whimsical ideas Telanganas fail to understand why these Modern Tughlaqs did not suggest to add some  districts of Coastal Andhra or Rayalaseema into this 'metropolis' or why Telangana cannot be given access to the sea by giving Telangana some districts of Coastal Andhra.

This suggestion beats all other options in foolishness.  And Srikrishna Committee Report makes a mockery of itself by including this even as an option.   They lost all their credibility by citing so many ridiculous options instead of concentrating on two or three really feasible ones.

  3. Actually the fourth option is gathering steam. The Nalgonda and Mehboobnagar districts dont identify themselves as the so-called Telanagana region.

    What say you to that Sujai Babu.

    Actually, the seventh option to merge Hyderabad with Pakistan is also gathering momentum. What say you?

  6. Hyderabad Muslims are more related to kurnool Muslims than nizamabad Muslims. That is why they want royal telangana.

    I see tughlaqs in telegana leaders not in hyderabad Muslims.

    They clearly said what they want and what they do not want. telengana leaders failed to understand them.

  8. On the SKC report:

    * The committee has done what their boss wanted them to do. Home Ministry says 'good job!'.... Telangana people say 'Told you so!'.

    * The committee has played (and check-mated) the media-jokers well... they provided the list in such an order that soothes intellectually and literary-challenged sensationalists while being un-mistakably assertive about their recommendations: STATUS QUO CANNOT WORK.... DE-CENTRALIZE ADMINISTRATION (primary suggestion).... OR BIFURCATE (secondary suggestion).

    * Their third preference (expanded UT) is what the babus at the center really have their eyes set on... they have been waiting for exactly that option... They are the monkey waiting to eat up excess bread when two cats were fighting over their share of it.

    * They have dismissed "development" aspect by comparing *rate of development*. Their GDP numbers originate from the andhra cookbooks and we know how reliable those numbers are. Regardless, T-state demand is not based on "lack of development"... The demand for T-State is based entirely on the discrimination, cultural marginalization and illegally disregarding GOs and constitutional safeguards . On these, SKC agrees with the Telangana people.

    * Be warned that the language and style of presentation, while being one-up on the Andhra-media and making them jokers in hours of release... has left landmines hidden in the text. aka... manneseema, Raayala Seema etc.

    * Their re-iterating that the T-state demand is very different and has a historically different source of concerns compared to other small-state-demands elsewhere and hence comparing T-state demand to those other demands is unfair ...... is welcome.

    ******* Having researched economic data published by the state govt on various aspects of economic and social parameters, I can see that SKC took the data provided by AP state govt. for its face value and never contested or questioned it. Hence, it was inevitable that the SKC made a few conclusions that do not favor Telangana's arguments. But, this was expected. How do you expect a committee to challenge govt. data, when they were appointed by the same bosses? They are not aware that the secretariat babus are kith and kin of Ramalingarajus.

    My word: The SKC are not tughlaqs, they just work for tughlaqs with vested interests....

    They have done their 'Udyoga dharma'.... Now, it is on the Telangana people to fight for their Dharma.

  9. Another halarious news article in eenadu under the tile సాగు నీటి వసతి రెట్టింపు. I couldn't stop laughing when they try to mask the actual content with percentage number gambling. For example

    * తెలంగాణలో 113 శాతం అభివృద్ధి ఉండగా, కోసాంధ్రలో 30 శాతం, రాయలసీమలో 55 శాతం ఉందని తెలిపింది.

    * ఆంధ్రప్రదేశ్‌ ఏర్పడిన తర్వాత భారీ, మధ్యతరహా ప్రాజెక్టుల కింద సాగునీటి సామర్థ్యం (ఇరిగేషన్‌ పొటెన్షియల్‌) తెలంగాణలో 713 శాతం పెరగ్గా, రాయలసీమలో 390 శాతం, కోస్తాంధ్రలో 101 శాతం పెరిగింది.

    * 53 ఏళ్లలో నీటి పారుదల విస్తృతి కోస్తాంధ్రలో 16 శాతం పాయింట్లు పెరిగితే, రాయలసీమలో పది శాతం పాయింట్లు, తెలంగాణలో 33 శాతం పాయింట్లు పెరింది.

    * ఆంధ్రప్రదేశ్‌ ఏర్పడే నాటికి కోస్తాంధ్రలో సాగునీటి వసతి ఉన్న విస్తీర్ణంలో మూడింట రెండొంతులు(I dont know why he cant say 33.3%) కాలువల కింద ఉండగా, ఇది తెలంగాణలో 17 శాతం, రాయలసీమలో 19 శాతంగా ఉంది.

    The actual report has absolute numbers too. I am sure you will not like them. And btw, I am sorry to say that these numbers are from the survey, and statistics departments run by the central Govt. The data collection is a regular thing, and is not done keeping the Telangana agitation in mind.

    @Sujai,

    I am not surprised to see the option 7 from you....kidding.

  11. The data collection is a regular thing, and is not done keeping the Telangana agitation in mind.

    I read the full report, dont worry about me. What this report saying is, for example, Girglani commission report is wrong.

    Another example SKC report says TG largly depending on borewells for irrigation.

    In some other place it says TG using more electricity power for irrigation and taking major share or govt subsidiaries in free current.
    Who every reading the report concludes that TG gaining more from Govt. schemes and using lots of electricity. SKC fails to explain that TG largely depends on borewells, and Andhra largly depends on canals. If you look at canals maintenance records, you understand who using more govt. funds for there canals.

    We don't believe the data. We have some data which is different form the data SKC provided which is different from what the GoAP has provided. There are all kinds of data, and then there all kinds of data manipulation to show what you want.

    Data did not decide fate of formation of any state before.

  13. @Green Star

    Your example is not valid.

    Why will the data on distress suicides be collected by the statistics dept. of India? It is not a developmental index. And I am not surprised that there is a discrepancy in farmer death count.

    By data, I meant the various economic indexes like per-capita, money spent on each district in different sectors, etc. We have only one source to get that data, whether it is filed through RTI, or SKC.

    It is fair that you double check if there are discrepancy, than coming to a conclusion that the committee is biased, or does not know what they are doing. They are better qualified than any of us to do the job, and have nothing to be biased.

  14. @Sujai,

    I wonder if you read the report. If yes, you should give it another read.

    Data on key developmental indexes is presented to find truth in claims that Telangana region has been discriminated on developmental grounds, in the united state.

    I would agree that data can be manipulated if the SKC committee, or the state Govt. collected it. But, that is not the case. I repeat, the source for majority of data on key development indexes is from the different statistics departments in the Central Govt. They have nothing to do with Telangana.

    The author here writes:

    As a professionally qualified economist and policy analyst, I know very well that facts can be used to prove or disprove pretty much any proposition.

    I have been saying this on this blog for a long time now. You can use the data the way you want to. Therefore, it is never advisable to solve political issues with statistics. Creation of Telangana, like creation of Andhra State in the past, or Chattisgarh, Uttarakhand and Jharkhand in the recent times, should not be based on a statistic.

    It is a mockery of Telangana people that they have been forced into submitting thousands of reports to SKC to get their state, while no other state did the same.

    I would agree that data can be manipulated if the SKC committee, or the state Govt. collected it. But, that is not the case. I repeat, the source for majority of data on key development indexes is from the different statistics departments in the Central Govt. They have nothing to do with Telangana.

    Just because you repeat, it does not make it the truth.

  16. @Sujai

    Just because you say it is not the truth, it does not become false. SKC is not the data collector here. You can clearly see the source of all the data published.

    And the thing to note is, out of tens of charts, tables on development indexes, all you the discrepancy you can see is in the suicide numbers of farmers.

    May be you will get my point this time - data and statistics are presented only to validate/invalidate claims that the Telangana region has been discriminated by Govts in the united state. Not to validate/invalidate the creation of a state.

    Your noted economist has no point on statistics. Yes, irrigation in canal based on coastal AP, and well based in Telangana. Why, only coz in Telangana water flows at a much lower elevation than the cultivated land. So what is he trying to prove there, that is not the fault of any Govt?

    And more over, the percapita income in Telangana is not a lot different from the other two regions.
