Telangana 82: Crimes against Humanity

An Open Letter to the Future Leaders of Telangana

Once Telangana is formed there is a good chance that we will be so happy and ecstatic that we may be ready to forgive anyone, even those who committed crimes against our people.  I would like to warn us that such forgiveness will not be a sign of magnanimity but a sign of dereliction of our duty.

It is our duty to make sure we set the right precedents by prosecuting those who have used the instrument of power to impose repressive measures against the common man, depriving him of his basic rights, stripping him of human dignity, treating him like a criminal based on hunches and assumptions.   In the last one year, the police and the authorities in our government have resorted to crimes against humanity and they should not be spared just because we got all busy in celebrations upon formation of Telangana.

It is our duty that no such repression happens elsewhere in this country, so that no other region or group have to endure a tyrannical administration just because they have no political or economic power, or because they are a minority in a state.  

It is our duty to ensure that the process of state formation in this country doesn’t have to be so tough, so hard and so challenging.   We in Telangana happen to be one of the most politically aware groups in the country, and even we had to face so many obstacles and hardships in our fight for a genuine and legitimate demand for statehood.  Imagine what it must be like for those people who are not able to garner this kind of political pressure or this kind of mass mobilization.   Their voice must have been suppressed before it is even raised. 

In the last one year, we had to face indiscriminate arrests that were done based on pure whims and fancy of the police officers and administrators at the behest of callous and apathetic Seemandhra government.  Kids are taken into custody and beaten up.   Anyone sympathetic to the cause of Telangana could be in jail today.  Even some of the egregious dictators would not submit their people to such totalitarianism. 
When Nazis were defeated in World War II, they wanted to be treated as equals, as a losing country against the victors.  They wanted to come to the table to discuss the post-war terms and conditions to sign a treaty.  However, the Allies were in no mood to treat them as equals.  They wanted to treat the German officers and leaders who carried out crimes against humanity as criminals.  And therefore we had an historical set of judicial procedures called Nuremberg Trials.  It was to set an example to all mankind so that no other country in future would use their unbridled power to suppress, maim and kill other human beings so mercilessly. 

The Nazi officers argued that they were just following the commands and diktats of their bosses.  But the Nuremberg Trials clearly established the theory of human responsibility.  It demanded that the human conscience should prevail when delivering such oppressive measures coming from the commanding officers, even if it means one has to go against the official orders where necessary.   These officers were found guilty as a party to crime though they were just executing their jobs. 

If we do not follow up on these crimes and prosecute the police officers and administrators in charge of these atrocities against common and innocent people of Telangana, similar incidents will happen elsewhere in this country and may be even within Telangana in future. We carry a huge responsibility to set an example, not to seek revenge, but to deliver justice.  We are in a unique position to set things right and we should not shy away from this duty bestowed upon us by the turn of historical events.

The way India championed the cause of freedom for many countries in Asia and Africa from the colonial masters after it became independent, Telangana should fight for the cause of new state formations in India in future.

Today we carry an obligation and duty given to us by human conscience to set a precedent for others so that no more will another human endure the same affliction in this country. Let’s pray there are no more Telanganas-under-Seemandhras in this country.  

I want to request you to use your current position to convey the message right now that we will prosecute the administrators and police officers who are complying with the dictatorial and oppressive diktats.  They should be told that they are a party to crime against humanity.   We may be ready to forgive Seemandhra leaders, activists and people once Telangana is formed but we will not forgive the administrators and the police officers, those in positions of power, who have imposed the flagrant repression onto the people of Telangana.

    Sorry to comment like this, but honestly something is going wrong with you. How can you compare the Gestapo or SS of Hitler with the police of AP? The cops are doing their lawful duty of protecting the citizens of AP. What do you want them to do? Sit quiet if 10 L people converge onto Hyd roads. Sit quiet if stones are being thrown around? Sit quiet if your shops are attacked? If buses are burnt.

    What is wrong with you sujai? You are getting into paranoia.

    The cops are doing their jobs. Don't think you can create a fear in them by stating that after T is formed you will hold nuremberg kind of trials. it sounds silly.

    And 'Anonymous' : what street justice are you referring to?

    In the 69 agitation an incident is worth recalling. A young kid threw a stone at a army picket near Neo Mysore Cafe, nampally station road. He threw the stone from inside the Golden Threshold bldg. A few minutes later he popped his head out to see if the stone did its job. I don't know if his stone got his target, but the army jawan did not miss his target - the kid .

    So please don't get caried away by Egypt, Tunisia, Nazi Germany etc. This is a completely different issue. Sujai is lost in some other world. He will take a little more time to come down to earth. T issue is not what Sujai makes it to be. There are many of us who are also Telanganites and who think differently. We will lso come out and voice our opinions when the time is correct and in a manner that we feel is correct. It will not be agitations or dharnas or street fights. There are quieter methods. We will use them. We are using them. I am sure you are also observing the change among T people from Adilabad to MBNR to Nalgonda to Nizamabad. A small voceferous group led by this reddy or that reddy is not the voice of all people. every single leader involved in the movement has a personal agenda.

    What Sujai warns in this article is possible only if he becomes the dictator of an independent T country.

    Comparison is NOT in killing of Jews, but in “implementation of an oppressive measure by the authority officers justifying it as an act of duty”.

    Nazi officers claimed they were not guilty to the crimes against Jews just because they were following orders given to them by their superior officers who had issued those commands to protect and save the Fatherland and its people from external or internal dangers. This comparison of SS and Andhra Pradesh police and administration is in fact valid because that is what you yourself write in your comment:

    Protection of the citizens or protecting the Fatherland and its favored people from perceived external and internal dangers is a common theme used by all oppressive governments against a target group of people. Here the target group is Telanganas. You are only rationalizing and legitimizing that oppression. We are fighting the exact mindset which you are trying to justify here.

    What do you want them to do? Sit quiet if 10 L people converge onto Hyd roads. Sit quiet if stones are being thrown around? Sit quiet if your shops are attacked? If buses are burnt.

    I am discussing the preventive arrests that were made to suppress this Million March. The government of AP has resorted to arresting people without evidence, without an official complaint against the person, before filing a case against the person, based on perceived and imagined threats, using their biases and prejudices to guide them in their arrests. The government of AP has taken preemptive action by arresting individuals from buses and trains on their travel to Hyderabad which is in itself illegal. After the demolition they have randomly arrested some people who had no connection with the event without any recourse to judicial procedure.

    Not very dissimilar to the Nazi regimes or any other colonial regime. We have obligation to combat such oppressive regimes.

    Don't think you can create a fear in them by stating that after T is formed you will hold nuremberg kind of trials.

    In a democratic nation of checks and balance the authorities need to have the fear of overstepping their powers. Their powers should be under check. That’s why we have fundamental rights, courts, audits, commissions and other democratic institutions. If police were to hold their sway with their unbridled power, then we would be oppressed people, not free people. Civil Liberties unions in various countries take it up as their mission to curb and limit the oppressive methods of their governments and powerful organs like police. We need to do the same in Telangana - it has become worse than a dictatorship.

    *burning buses
    *demolishing statues
    *vandalising shops
    *throwing stones at offices
    *atacking seemandhra lecturers
    *taking rowdy mamools from businesmen of a particular community

    if polcie are to be prosecuted, same is to be done with the above category of people.
    do u mean to say thst in the name of agitation we can do anything but, in the name od protecting law and order, polie should not arrest us.

  9. We are in India. More people are killed (murdered) in this land because they wish to see the guilty punished than people who are guilty of henious crimes. Sujai, It is indeed an ideal scenario you describe but the process is going to be really really really very difficult. You can't just like that prosecute on perceived crimes. You have to prove it in a court of law and this case might take decades to end by when you would have been dead and guess what? these people might escape scot-free.

    Yes, it is going to be a challenge. But such challenges have been overcome in the history of mankind through perseverance, determination and collective will of the victims.

    May be, it is a challenge some of us could take up after formation of Telangana...

    So, whats stopping you from arresting for such cases?

    There are many cases where courts are prosecuting the police for there naxal encounters (fake or real, thats another discussion). Can those police officers just escape from trials saying we got the orders from higher officers to kill them?

    blog. First I made logical reasonable arguments no body Cared then I made "Mad dog" statements it generated like 5 responses. Thats the Basic Psychology of Andhras If telanganites carry on this agitation Peacefully even for 1000 years No one will care about them, Violence is the Only Language Colonialists like Andhras Understand.
    The movement is getting Hotter but its still not Hot enough for Andhras, when heads start rolling It will really get their Attention.

    The Police and the Paramilitary forces,are violent even in a direct to heart way.Their presence itself is quite intimidating,and the GoI knows that....

    They are imposed mainly as a tactic to scare and disburse crowds,or to get them to behave.....

    The officers,in the Police Department,are over doing their jobs,by being subservient to the higher authorities,instead of understanding the need of the people to be heard.....

    Every one here,seem to be worried about violence and such demons,but fail to understand that it is coming out of an immediate desperation to be heard,by the people of Telangana....

    Thanks for your complements. I dont speak for all agitators and I dont like violence. Same time I strongly say that don't see every action done by agitators thru a magnifier.

    As I explained few comments before, the two incidents happened in India last week, one is destroying statues in India and other one is burning national flag and Indian constitution book by some Law students some where in India.

    I personally fell that burning the national flag is biggest issue than the destroying statues.

    So, what happened, SA acted like sky fallen on them when destroyed the statues. And burning the flag didnt even come in our regional news papers.

Hurl more stones,demolish more statues,stone those Seemandhra hawkers on Hyderabad in the meantime.     I don't think they are following us. Seemandhras are leaders in violence - take a look at 1953 movement, killings, riots, looting, they were literally kicked out of Madras.

    They set the tone in this country for formation of new states through sheer violence, blackmail and force. What most other states did in this country is just emulate them.

    Till today, there has NOT been a single procession or protest by anyone seeking separate Hyderabad.

    And that day on Tank Bund, almost everyone used a side street or narrow passage which only the Hyderabad residents know about, clearly most of them were from Hyderabad.

    And even the crowd that pulled down the statues were from Hyderabad - their peeve was against the government which repeatedly arrested them in the city in the last one year.

    Some Seemandhras posing as Telanganas are trying to portray that the crowd was outside Hyderabad. But then they also thought that KCR = Telangana for a long time. They are realizing few things now, but they still live in denial for most part.

  80. One very positive outcome of Telangana movement is that the people are more aware/educated. In the new Telangana and Andhra states, it is less likely that people are taken for a free ride. Politicians are being told they are answerable to the people. Very positive change indeed. But it has taken 60 long years for this change to come in the Indian democratic psyche. India has been a democracy for so long but its sad that it has only been a paper democracy. The real intent of this great idea has not been adhered to. In that sense, India has been a failed democracy. But change is coming in. Good positive signs.

    - Telugu pride comes only after well-being of all people of A.P (INCLUDING TELANGANA). What's the use of Telugu pride when almost whole of Telangana is unhappy? Telugu pride is irrelevant now. First make Telangana people happy (by giving them their own state) and only then let's talk about Telugu pride.

    - Statue demolition did not hurt Telugu pride as much as Satyam's Rama Linga Raju episode, as much as the _the very existence of telangana agitation itself_. If Telugu pride were to be real and great, there would not be a people's agitation for a separate state by the very same Telugu speaking people.

    Another ignorant. The statues was installed under police protection. These statues was demolished not because the heros belongs to SA and not because those were installed by a SA CM, but those were demolished because when NTR installed, he tried to change the history by showing the world that the SA heros are the Telugu heros and neglected TG heros in the Telugu heros list.

    IF our former CM goes to Maharastra on normal occasion, he will be welcomed by there govt/people. But if he goes there for Babli, he will be kicked.

    SA guys don't own Telugu. There are enough champions of Telugu in Telagana as well. So, you need not hate telugu after all. Once you have realized/seen through the design of SA politicians - of cleverly using the canopy of same language to dominate backward regions - it's only a matter of time before you can defeat it.

    In my opinion, language is a very logical basis on which new states can be formed - for purely adminstrative convenience. But in addition to that, there must be other criteria to form states. India has to move on. To say one-language-one-state is ridiculous.

    In other words,

    same state can loosely imply same language (mostly one or two, in the case of Telangana it might be Urdu + Telugu)
    BUT
    Same language should not necessarily imply same state.

    We already have many examples of multiple states with same official language.

    All in all, I want telangana culture, telangana accent to be free of any domination and I want to see the strife of Telagana people end as soon as possible. I want Telangana state not to repeat the mistakes of AP govt. and be inclusive in its policies/development.

    And one suggestion - if you don't mind, please don't hate your telugu brothers. Hatred is not good for this country. Fight them hard and defeat them and once you become their equals, embrace them. There are good people/bad people both sides.

    Once you hit them hard for their mistakes, they would not dare do the same mistakes again in the new state of Andhra. You are in disguise doing a great favor to your SA brothers as well. :)

    In actuality, they know separation is inevitable. If they solve the problems of T in an integrated state, they would lose clout. They are only trying to bargain the best deal out of this mess in terms of money/liabilities etc. They want to show off that they don't want to separate but that the separation is being forced on them and they would be ready to walk the extra (imaginary) mile and you (T + center) walk the extra mile with your money. And they are buying time to strategize the whole things so their interests are protected the best. It's a clever tight rope walk they are doing.

  99. Andhra/Seema society is itself NOT united by "Telugu pride" at all. There are deep divisions in the society across all parameters. No unity. BUT, the people holding the reigns/ the capitalists have to wield some dogmatic brainwash to show a common trait across. Telugu has been cleverly used for that purpose.

    Until KCR jolted the Andhra corridors of power, Telangana was a very distant REALITY for them (power circles of SA). Now, powers-that-be here in T is no more fit to be ignored.

    In the challenge of powers from Telangana, SA, movement of Telangana has irreversibly gone to the masses/underpriveleged here in T. They know they can't stop T now. They can only delay it. They used language weapon again for their delay tactics. Samaikhya Andhra movement was produced. People have been forced to divide across regions by politicians here and there, for their own selfish gains.

    You should not be surprised, deep down, if the conspiracy or the fillip to this movement were to be provided by someone from Andhra. Politics is really murky. Central govt. is all party to this drama because it has gained monitarily from the well-being of Andhras all along.

    Ultimately, I am afraid, common man anywhere (T or SA) is going to have to wage a tough battle. With Telangana having formed, that battle is going to be only very nominally easier.

    All across India, people have now formed a horizotal brother-hood of power and wealth. After Telangana is formed, Telangana elite and Andhra elite will share the ruins as equals rather than any other way around.

    Beyond the euphoria of new state, unfortunately, lies the same struggle that poor people have been facing in A.P all over.

    As Sujai says, pl. don't expect situations to change drastically after T is formed.

    On reconsidering / rethinking I request you to withdraw this post . However much you try to establish a separate identity for Telangana people , it is only a sub identity under the Telugu ( Andhra ) jati / Bharateeyata .

    You have established a beautiful case of cultural domination by coastal Andhra people and their usurping the rightful share of Telangana districts . Nothing else in your arguments are correct . Finding a comparison with Nazi Germany is utter/unacceptable distortion .

    If you are correct, why did seemandraites waited to tell this till SKC made there decisions? Seemandraites should have made such offer long before SKC delivers there report. It is not that seemandrats@ wish to go for Option6, but they took that option because it is the best available option and they know how to break the option6 once it is implemented (all you need to do is just turn the history pages back to 1956 to know the ways to break it in no time).

    Good.There haven't been many people,who have come forward to discuss these concerns.....

    So far we have only seen name calling,blame games and diversionary tactics being used by SA's towards solving the issue....

    Though it would be in every one's welfare,the politicians refuse ti accept or understand the call ,to take charge of the necessary modalities,which is just is NOT happening...

  110. One other concern India might have is SA government MAY not be as economically stable/viable as T. True that SA capitalists are really wealthy but that money can't be used to govern its people. Added to that, almost entire coast-line of A.P is privatized, they don't have a heavy-revenue generating cosmopolitan city to help it out in a big way, its natural gas reserves are not owned by govt. Added to this other issues of whether Rayalaseema would be okay to join it, If yes capital city etc. etc. These concerns have to be addressed as well along with waters and settler protection. What would happen if it's struck with a big cyclone as had happened before? Does the GOI have the money to help the state establish its capital? Lots of questions to be discussed. Sadly a year and a half has passed and still center is dillying and dallying instead of really engaging the two parties actively and finding solutions....

    There is no doubt that T will be formed. It may be a matter of 6 months to a year. That is a fait accompli. The question is in what form and with what compromises.

    The T that will be formed will not be the dream T of Sujai. It will be nothing different from today. Well known T politicians will continue to join hands with Seema dacoits as they are doing now. You will be shocked if I tell you names of some of our T politicos who have joined hands with the Kurnool land grabbers where T middle class people are victims and the T leaders did nothing when these people approached them.

    The only way out will be a settlement with the SA people. What form and content that entails is unknown today. It could be Hyd as joint capital for 5-10 years or central funding to form a capital or something else.
    But any violence will only tend to push it back further. Unlike what sujai feels, there has been no police repression. it has been minimal use of force, much less than what we have seen in other states. pre-emptive arrests are common and nothing to talk about. it is not repression. it is protection of the larger society.

The police top brass is slowly veering around to the view that the struggle for a separate state is no more restricted to some sections of the society as was the case in 1969. "It has become a mass political movement, therefore, requires tough political decisions in the state and in New Delhi. The movement has now gained mass appeal and its manifestations are visible even in remote villages and towns.

    Trying to contain a movement of this nature with police force filled with people from the region alone would be dangerously counter-productive," an officer of the IG rank said. Many in the force feel that any serious police action during any agitation, when ordered by senior officers, may not be heeded to by the personnel who actually have to execute it. And even if such police action takes place, the majority of the officers whether from Telangana or elsewhere believe that it would lead to deterioration of the situation and help strengthen the movement.

    Referring to the spread of the movement now as compared to 1969, police sources said it is not only the state government employees from the region, but the T cops who have come under the influence of the separate state struggle. Giving an example, they said in the non-cooperation agitation which was launched by the Telangana political JAC in February in government offices across Telangana, there have been reports of policemen staging dharnas and demonstrations besides resorting to pen-down acts. The police top brass played down the demonstrations and non-cooperation by the force. In fact, several senior officers allowed their junior staff to continue with their agitation but within limits. Some officers dismissed the agitation as the act of few ministerial staff.

    In fact several police officer's have been expressing their concerns,that orders are being given,which are against their own ethics,in the name of public welfare....

    The Army in Egypt has refused to take orders,from the government when they were forced to act against the people.They even apologised for their earlier action.This is the very same dilemma that the Police Department faces,in Telangana......

    Who will pay money to build new capital city of SA? Also who will bear existing liabilities?

    But fortunately/unfortunately,even SA leaders are against option 6.not sure if you have seen their interviews on Dec31st.They are against giving special privileges to T alone.So,still they are acting selfish as i already told.

    A lady called from Khammam district. She hailed from SA but settled there central government employement.
    She asked KCR about her and her childrens "Telangana" status. He replied in nagative.
    Now he talked differently to Lagadapati.
    During discussion on ABN KCR asserted that "ee mattilo puttina biddlandaru Telangana vaare" (or to that extent).
    Lagadapati and Chalasani thanked him for the statement.
    Whereas co-convener of T-laywer's JAC present there protested immediately.

    When you disown KCR and TRS for certain acts, better you do not answer any questions related to them.
    It is unfair to ask someone else to hear what KCR says "with ears open".

    Anonymous,just because i clarified KCR statement that doesn't mean i support KCR.Remember that KCR is not equal to Telangana.I said this many times in the same forum already.So,his theories apply to him also.If he acts smart,T ppl will throw him also.
    Its just not me.Even OU students also told that we are behind KCR doesn't mean students are supporting KCR.Currently to make the movement a success,we need to political face and KCR is that.FYI,Lots of OU students joined BJP.So,just because KCR is the political face of the movement,don't think that ppl are supporting for what ever he talks.Its like listening to lagadapati and thinking that all andhra ppl are like him only.

  153. Does anyone realise why the 3 MLAs got "bought" or the other 2 MLAs got "bought" in the second preferential vote? The other 2 MLAs are still not ousted and there is NO reason to believe that these 3 are the THREE. In fact many people say the three are actually KTR, Harish Rao and Vidyasagar (who is already blamed) - all family members

    But the issue is not that. The main issue is that the entire TG agitation is based on a bunch of lies and everyone knows that. That is why everyone is trying to sell a bad product and make maximum money - "make hay while sun shines" style.

    It was KCR himself who got sold for a couple of 100 crores earlier. Look at KTR now - he acts like he is a like deaf and dumb guy.

    The issue here is that the foundations of the Telangana agitation are weak and TRS knows it and is just exploiting it in a manner of "make hay when sun shines".

    Any way here are few things which proves you are completely ignorant about Telangnaa or SeemAndhra, you are not cleaver enough to talk about common people. Because you are too a common people (by your definition).

    Its is not in 9172, but from the time Andhra and Telangana merged. That was one of the condition for the merge, and you leaders/people approved that so that they can merge with Telangana. I dont understand why they got angry for what they have agreed before. It is completely Seemandra's fault.

    Why HYD has remain as union territory? Even it is a part of HYD state, telangana will not loose anything? So, why to make it UT? The big reason for merge is the capital. You guys having very very very hard time construction your capital. By merging you got a ready made capital which is well constructed and that was already world class city so that you can move/start your businesses. That was the benefit you got by the merge? What telangana received with merge? nothing, other than that they had to share HYD with Andhra which was solo property of Telangnaa before the merge. There are no other cities in Telangana like Vijayawada or Vizag.

    If we have to take the HYD out of Telangna do you agree to take out the Vijaz, Kakinada, Tirupati and Vijayawada/Guntur from SA?

    I am in the impression that the 8th chapter is still in sealed cover, and govt may challenge this HC decision by coming Monday. If they challenge, then it may take few more months to clear the case.

    By the way ... does any one has the scanned copy of the pamphlets which was distributed by SA leaders in Assembly yesterday? I am interested to know what info it contains and how they are brainwashing there people with lies.

    These was the summary of Chapter 8 of the Srikrishna Committee which was submitted in a sealed secret cover by the members to the centre. Following a petition by former MP N Narayana Reddy seeking that the report be made public, Justice L Narasimha Reddy, who had reserved his orders in the case, made the contents public on Wednesday and made scathing observations against the views projected by the panel.

    In his 60-page order, Justice Narasimha Reddy said: "After a great deal of study, an in-depth pondering over, and after weighing the factors, such as propriety, this Court opinions not as matter of choice, that the objective in preparing a separate note and delivering it to the respondent was more an effort to persuade the Union of India to desist from showing any inclination towards Option No.5, i.e. formation of Telangana State." The Committee travelled beyond the terms of reference in its endeavour to persuade the Union of India not to accede to the demand for Telangana, the justice held.

    According to the secret report, if Telangana was formed, it will become an epicentre for maoist violence and communal violence. "The note suggests that maoists will extend their activities to various districts of Telangana; spread Maoist violence, and that Maoists are trying to make a combat through Telangana region," justice Reddy said. In the event that the separate state is not realised, some of the militant elements in the maoist movement will go underground and revive the movement in some parts of Telangana, the note said.

    With regard to communal violence, the creation of Telangana will give rise to Jihadi elements in the Muslim community and to counter that, "Hindu fundamentalists may compete with them and try to polarize the Hindu population. Referring to the political parties BJP and MIM, the secret note said: Since the BJP has a strong presence, it may try to consolidate in Telangana area and further extend its base. AIMIM may try to expand in Rayalaseema regions resulting in birth of militant communalism in certain pockets. The note also hinted that dividing the state will heighten fissures on caste lines.

    Pointing out the contradictions in the Srikrishna Committee's main report and the secret note, Justice Narasimha Reddy noted that while stating in the main report that the demand for a separate Telangana has some merit, in the note, it painted a different picture. "According to it, most of the major infrastructure in Telangana region in the fields of education, industries, etc., is owned by Seemandra people, and formation of State would be detrimental to such establishments," the justice observed.     The secret note claimed that "most of the major educational infrastructure in the Telangana region has historically been owned by the Seemandhra people. The student community which is spearheading the separate Telangana agitation has been using these educational institutions for their agitational activities. This may lead to migration of the faculty as well as these institutions, impacting / reducing the availability of local persons who can be productively engaged by the industry/business-houses," the note said.

    Further, the note held that the Telangana region is mineral rich having deposits of limestone, and granite and that the dominant industries there are thermal power stations, pharmaceuticals etc., which are mostly managed by Seemandhra people. "One of the main propaganda issues in the Telangana agitation has been that once a separate state is created, the job opportunities in all these industries will be made available to the people of Telangana. Many of the owners and skilled personnel in these industries have historically being from Seemandhra region, the inability to substitute them with sufficient number of qualified locals may lead to conflict between the locals and non-locals and also between the management and the workforce.

    While stating that Telangana leaders should be appointed in key political posts like chief minister and deputy chief minister (in order to keep the state undivided), the secret note of the Srikrishna panel said in order to soften the TSR, Congress leaders from Telangana should be persuaded not to lend any form of support to the separate state movement. "The Congress High Command must sensitize its own MPs and MLAs and educate them about the wisdom for arriving at an acceptable and workable solution," which meant no to Telangana.

    Advising the centre as to how to manage the media with the aim of not granting Telangana, the secret note said: "Andhra Pradesh has got about 13 Electronic Channels and 5 major local Newspapers which are in the forefront of moulding the public opinion. Except for two Channels (Raj News & HMTV), the rest of them are supporters of a united Andhra Pradesh." While the main editors and the editorial desk are dominated by Seemandhra people, the beat journalists in the respective regions are locals and are likely to capture only those events/news which reflect the regional sentiments, the Srikrishna panel held. referring to this observation, Justice Narasimha Reddy said: "If one has any doubt about the hidden opposition of the Committee for formation of Telangana, that stands removed with this note."

    Referring to the media management that the panel suggested to the centre in order to dilute the T movement, the justice said: More disturbing is the suggestion given by the Committee to the Government. It reads, The print media is hugely dependent on the Government for advertisement revenue and if carefully handled, can be an effective tool to achieve this goal. The court also castigated the state for rewarding an IPS officer for having caused violence against students at Osmania University by posting him as commissioner of a city and further rewarding him after he was involved in a SMS scandal.

  172. SKC reports Introduction Started with Quotes from Bhudda But in the Final 8th Chapter with quotes like

    The language used in the 8th chapter sounds similar to that used in US army Counter-insurgency field manual written by General patreaus . Perhaps SKC should have written a report for the ISAF in Afghanisthan to help them deal with the Insurgency there.

    From this we cannot counter Punna Rao. We have to see what was the pattern during the 60s and 70s. If the consumption of liqor in T was more than in SA then we can partly accept his arguments. But if the patternw as same even in 60s and 70s then we have an argument gainst him.

    The report is already made public to some extent through the judgment. The text from the 'note' is available now and it makes extremely nonsensical observations.

    With what is available, we can say that SKC report is damaging.

    Well,, as per Punna Rao's analysis he concluded that T people are capable of spending more on Liquor, that proves T people are economically forward, hence TG is developed well than SA.

    But if you look into numbers(given by him), if you leave RR and HYD, see the ranks for rest of the districts, that proves who spending more on drinking.

    As you said, if spending is almost equal across the state why the hell SA call TG people as drunkers?

    If you take the pre-merge numbers, there was more excise revenue in Telangana than SA. Is that mean TG was developed very well than SA before the merge?

  186. I have read the 'learned' high court judge's judgement. The govt is within its rights not to disclose the contents as it was 'consultative' committee. The judge refers to 'bias against Telangana' without proving the same. I am referring to the excerpts from the chapter 8 the 'learned' judge gave in his judgement. The judge construes some statements as bias even though they do not convey bias directly or indirectly.

    The committee was within its rights to advise govt on how to face the emotionally charged environment after delivering the report. The excerpts from the report, as mentioned in the judgement, does say that political decision needs to be arrived at the earliest. They refer to insecurity among seemandhra businesses in Hyd and the danger of their movement back to Andhra in the event of separation. Much noise is being made about media management. Based on the excerpts, the committee gave a picture of media leanings but never told govt to fabricate lies or information. The report chapter 8 says the following about 'Media Management':

    "media management assumes critical importance to ensure that only the reality is projected and no unnecessary hype is created. The editorial opinions, the banner headlines, the Regional content, the District editions need to be managed to be realistic and should give only due coverage to the separate Telangana agitations."

    The committee was suggesting to the govt the way to tackle the situation upon its recommendation for option 6. Govt at state and central level routinely collect intelligence information, how different or biased is the committee when it says the above statements?

    The learned judge goes out of his way when he says the committee did not talk about '600 persons'. May I ask how the judge got this number.. is it from TRS or TJAC?

    *one "telangana muslim rachayathala sangham"(dont know much about it) in a letetr to skc, said that seemandhraites "hate" islam religion and urdu language.

  189. The Committee comprised two jurists, two social scientists and an ex-bureaucrat to study the situation and submit report covering legal and social dimensions of the issue. None of them were supposed to have any political leanings, or for that matter, political tendencies. Unfortunately, the portion extracted from SKC Report - Chapter8 makes one to feel whether it fits into any terms of reference to the Committee at all.

  192. I do not see any point in attributing motives to Honored Judge.
    I am not so much knowledged on legal aspects.

    But this is what my common sense says.

    1. Chapter-8 is a kind of black-box from anybody's perspective.

    2. To my knowledge neither SKC not center mentioned any reasons for not publishing this chapter.

    3. Whether anybody likes it or not center has its own reasons to keep it secret. Thanks to this legal suit that center was 'forced' to make a comment on this chapter.

    4. The very request in this petition was making this chapter public. Judge could have stopped at giving the order in favor of the petitioner. But by passing additional comments, I feel very unfortunate to say, Judge has crossed the finer limits between Government and Judiciary.

    I have a simple question to those supporting Judges actions of revealing parts of Chapter-8.

    What if Supreme Court say Center has right (and reason too) for keeping the chapter-8 secret?
    I would say HC judge has violated the very law he is supposed to protected.

    OK so your Seemandhra "Manobavalu" (often repeated phrase these days) are Hurt by some statement of Shankar Nayak( May be a famous person among Andhras but i Guess No TG person even heard of him).

    But you Andhra Guys were Pillaging Our Telangana since 1 November 1956, How should we feel, Iam still very very Suprised why No Attacks on Andhras are taking place.

I had a Informal meeting with a Famed Numerologist During the committee's Consultations , He Adviced that 29 is a very ominous Number and Said Aliens will launch attack on India if Telangana is formed. So based on the "expert recoomendations" I advice that Formation of Telangana will be Averse to Our National Intersts.
