In this blog, I have consistently used the following words to characterize the relationship between Andhras and Telanganas in the merged state called Andhra Pradesh with a history of 53 years. I said that Andhras have discriminated, marginalized, and dominated Telanganas leading to oppression of Telangana people.
When I use those words I know exactly what I am trying to convey. It is not exaggeration or case of using bombastic words to catch attention of my readers. In this post I would like to talk about marginalization and domination of Telanganas.
A modern pluralistic multicultural multiethnic democratic nation is not run as a game of basketball where the best team wins the game, nor is it live example of ‘survival of the fittest’ where the best group survives while the inferior one just dies out. It is high time we understood that an ‘award for excellence’ is different from ‘access to opportunity’; most Indians confuse these two. Getting a gold medal in Olympics is an award for excellence, but getting basic education and job for livelihood is access to opportunity. While the award for excellence is not a privilege nor is it guaranteed to everyone, the access to opportunity comes as a promise from the nation to every citizen.
Basketball games and fight for food
If in 10 games of NBA, Spurs win over Hornets all the ten times, then it may be reasoned that Spurs are a better team. A score of 10-0 is celebrated as hallmark of excellence. It is not considered unfair practice. However, in a modern nation, if region A bags all the projects against region B resulting in a score of 10-0, it is considered unfair and downright discriminatory. Any observer would conclude that region B is being marginalized by region A.
Suppose there are two kids in a home, one 6-year old and another 3-year old, where all food items are placed high enough so that the kids have to jump up and grab them whenever they are hungry. The taller and older 6-year old kid will end up grabbing all the food while the 3-year old will remain undernourished and emaciated. His growth will be stunted. He will get few morsels only when older kid leaves something after he has stuffed himself to the full. As time progresses, the gap between the kids starts widening making it impossible for the younger kid to catch up.
If a parent continues the practice of ‘You fight it out. Let’s see who wins’, it is not considered a fair practice. Food on a daily basis cannot be an award. It is the basic resource by which both the kids get their sustenance.
Modern nations
Modern nations don’t run like basketball games or fight for food practices. They don’t hold competitions between regions to give awards for excellence. They promise guarantees and abide by them. Even the smallest and weakest section of society is taken care of with preferential treatment. Modern nations do not allow the majorities and the privileged to marginalize and dominate the minorities and the underprivileged.
Instead, modern nations act like fair parents and they don’t allow the kids to fight each other to grab the food. It allocates a fair share to each; and they stop the kid who tries to grab it from the other. Jobs, water, funds are not up for grabs. They are promised to certain region based on an agreed formula. When you deviate from that agreed formula the parents step into make corrections.
Andhras don’t share the same idea of a modern nation. They think it is an NBA game or a match of ‘fight for survival’. In Andhra Pradesh, Telanganas were forced to compete with Andhras on jobs, water, energy, funds for various projects including colleges and schools, hospitals, positions in the government, where Andhras have clearly won over Telanganas. Andhras think it is a fair game – an open competition. They don’t think that bagging all the jobs or getting more water amounts to marginalization. Instead they laud themselves on their ability to win against Telanganas.
Marginalization
Over a period of time, politicians of Andhras have consistently tried to win for their constituencies, and what aided them were advantages of early start where all top positions in administration were occupied by Andhras, clout of majority where State Assembly was dominated by Andhras overpowering minority Telanganas, and also a more unified and concerted stand because Andhras are more homogenous in their composition than Telanganas.
There may not be a single leader who has led this campaign of marginalization and domination, and there may not be a hidden agenda. But Andhras who were in a better position to win the race have ignored the promises they made to give fair share to Telanganas. They didn’t care to step back and think if what they were doing was indeed fair. Each generation of selfish Andhras, aided and supported by innocent and ignorant Andhras, has consistently marginalized Telanganas leading to decimation of Telangana’s ability to put up a credible fight. Andhras kept winning and Telanangas kept losing. Andhras thought they were receiving awards for their excellence while in fact Telanganas were losing out on all their access to opportunities.
Andhra and Telanganas were on two different planes about what Andhra Pradesh meant for each of us. For Telanganas it was formed on a set of agreements and promises. For Andhras it was an open competition where every resource was up for grabs, where the winner takes all.
According to India Today, 28 December 2009, during YSR tenure, 26 projects have been allocated to irrigate 43 lakh hectares in Andhra-Rayalaseema but only 16 lakh hectares in Telangana. Though Telangana constitutes 40% in land area and population it gets 27% in irrigation.
In a recent GO 1845 of December 2009 for road and bridge constructions, only 9.31 Crores was allocated to Telangana while Andhra got 103.53 Crores.
By 1985, Andhras were unfairly given 125,000 jobs that belonged to Telanganas. Though the GO 610 to correct this was supposed to be implemented by 1986, it remains unimplemented even now.
This is only a snapshot of what is happening NOW. The history of Andhra Pradesh is full of such unfair sanctions. In the first 13 years of Andhra Pradesh, funds from Telangana were diverted to fund Andhra. After 1969 agitation, Andhra Pradesh stopped showing records of revenues and expenses for each region so that people will never know what’s happening. Only in the recent time with the RTI Act, the Telangana Movement got another boost because the data is now available; and the data reeks of outright marginalization of Telangana people.
It is clear from every source that Andhras, with Andhra politicians at the forefront, with selected few in the administration, backed and supported by the people of Andhras, have consistently marginalized Telanganas on almost every front.
And yet, Andhras are not apologetic about it. Andhras don’t take responsibility for what happened to Telanganas. Not a single Andhra openly admits what they have done. They don’t even concede that Telanganas were marginalized. No amount of data is going to make them realize this. If Telanganas lost out, they think it is because of Telanganas’ incompetence, inefficiency, internal squabbling, corrupt politicians, or simply an act of fate.
In fact, even the current agitation for separate Telangana is seen as reverse domination, where Telangana is ‘unfairly’ grabbing Hyderabad. Andhras feel they are getting a bad deal. When they fight for Hyderabad they think it is a fair fight. Most innocent and ignorant Andhras are oblivious to this, but when they participate in an agitation for Samaikya Andhra and support their politicians, they are in fact only continuing the domination of Andhras over Telanganas.
Domination
Within the first few years of formation of Andhra Pradesh, Andhras have completely nullified all points of Gentlemen’s Agreement and then went onto annul two subsequent accords. In 1973, they went on a mass agitation to nullify a Supreme Court decision using their power of majority. Whenever Telanganas unified to make their case, Andhras resorted to utter domination by taking the State Assembly to indefinite adjournment. The same happened after P Chidambaram announced steps towards separate Telangana on 9 December 2009.
Dismal scores
In game of Andhra Pradesh, Andhras are leading Telanganas by 200-0. Telanganas are consistently losing. Andhras do not think they have done anything wrong. They think they are Spurs beating down the Hornets, or the taller kid winning all the food awards because he is taller and fit. When Telanganas protest, Andhras call them a crybaby. They urge Telanganas to buck up, catch up, on their own, and be in the race like a true sportsman. They want to keep going in this game called Andhra Pradesh where they can take the satisfaction that they will be beating Telanganas ceaselessly for another fifty years if necessary.
Telanganas don’t think that it is a fair game. They don’t think it is a game at all. They complain that this nation has not protected their interests as a good parent. Telanganas don’t want to compete with Andhras in any game. They want their own state and want to live on their own terms. May be the life as a separate Telangana will be harsh, but at least they know that they will not be oppressed all the time.
And if Andhras are even a bit mature, they will concede they have marginalized and dominated Telanganas. Maybe it was done inadvertently, but they would apologize; and would let go of Telangana and its cities. If I were Andhra, that’s what I would do, apologize.
Note: This applies only to a subset of Andhras and not all.

Andhras are fighting for their right, right to exploit. Japan and Germany had a way to rule, Andhras have a different way.
They have little respect for life, civil rights, property of others, women, poor people and dalits.

It took about 6 decades for Great Britain to issue a public letter of apology for colonizing most parts of the world. 6 decades, AFTER they have pillaged, plundered, looted, killed and exploited all freedoms in their colonies and finally left when their risk vs. profit was not breaking even anymore.
I dont see a remote possibility of Andhras accepting or apologizing. Have you met some Andhras in real-life? Their general behaviour happens to be 'Pinch the other person and cry that they dont let you pinch again'.
Anyways... There is no point writing such a post IMHO... Coz they will brush it off saying that the T-Separatists are getting insane.
Every person who had ro deal with a higher-official in secretariat or other Govt. Offices in AP knows the real scoop. My father speaks in ENGLISH to get them to hear him with respect, coz his Telangana-accent gives him the coldest behaviour in the world. An entire population has adapted their language and ways to deal with the Andhra BABUS.
And guess what... They word from the Center will be:
We as a nation should learn to get along with our brothers and sisters, else it is a danger to our diverse nation and its integrity. .... Indira Gandhi's speech was on similar lines and her attitude is what JP narayan proudly taunts... Both these elitists are blind and in-sensitive to the self-respect of an oppressed people. To begin with, they will deny any kind of oppression and say "This is Democracy"..... DEMOCRACY? right! where 2 wolves and a sheep are voting on whats for dinner. :P
competition without level playing field is meaningless. telangana has history of slavery/oppression, its political leaders were not as 'developed' as seemandhra leaders, they are easy to suppress..telangana leaders kept quiet clear injustices done to telangana.

But I don't think any andhrite is ready to negotiate facts about discrimination and marginlization here. They just look forth at the losses they might incur(infact loss of profits would be correct here) if the state separates. Here also they do not consider telanganites as their peers or fellow citizens and our actual losses in terms of opportunities, revenues and projects if we stay together. They have made up their mind to feel that telanganites are destined for failures. That is how they are able to make such an unfair and unimaginable claim on hyderabad.
Are Andhras the cause for extreme feudal caste system in Telangana? Is that not a major cause for backwardness of People of Telangana? I don't see any of the Telangana intellectuals bring it up. May be it is just easy to blame everything on the boogie man from Andhra. I am sure Andhra will continue to be blamed even after the division of the state.

Perseverance pays. There is no other way to go about. My hope is to make a case to at least some people - and that includes Andhras - who are genuinely interested in knowing what this is all about. Even if one or two of them come out and admit, it is a good start.

Nobody blamed everything on Andhras. You are putting words in our mouth, misrepresenting the position and attacking the misrepresented position.
You need to know domain boundaries and where each problem is solved. This is as important as understanding the difference between Biology and Astronomy. No point in searching for stars in microorganisms or searching for dark matter in DNA.
Our case is based on a specific problem of misallocation of resources and marginalization by a set of people from Andhra.
It is important for you to remember that we are talking about a set of people from Andhra - not all of them.
And to answer your misrepresented position.. Andhra is far more feudal than Telangana. Their treatment of dalits is abysmal (Karamchedu massacre). In Costa, the number of landless labourers working on large landholdings of farmers is high. Cultivator density is higher in Telangana. During Nizam, communists (our freedom fighters then, now fasionably called maoists) have distributed lakhs of acres of land - to ALL castes. The feudal setup under Nizam was mostly broken immediately after. The landlords have no interest in settling in villages, sold their lands to peasants, moved to Hyderabad and also to US.
You guys have achieved perfect segregation of castes, people of a certain community watch a certain heroes movies, colleges in Andhra have separate canteens for castes - these things are totally absent in Telangana.
The dalits from Andhra have not exploited Telangana and have absolutely no interest in exploiting it in future. They have come out openly in support of separation.
It is only the feudal lords of Andhra with limitless exploitative attitude who are singing the samaikyandhra nonsense. And we all know why!
I saw coups of scrolls on TV yesterday which read like: "JAC leaders demand implementation of 610 GO in Vaidya vidhana parishad" and "Since colleges were asked to shut in telangana for somany days, conduct exams after syllabus is comlpeted" and "Jumbling of papers should be done within Telangana districts" etc.. If you observe carefully, each of this is VERY VERY important and NOT complying to do so will again result in irrepariable losses. I immediately spoke to Shri Kodand Ram sir over phone and requested him to assign the task of listing many more irregularities in other sectors which are NOT known OR not allowed to come out in public. I see many more damges done to telangana people in terms of language, culture, customs. Ask questions, questions... Why should the people of telangana districts / towns residing in and around all 8 directoins of Hyderbad city MUST travel to MGBS/CBS or Jubilee bus stations while their brothers from seemandhra have hundreds of BUSES to their destinations? Can't they also avoid the extra burden of auto fares? Ask telangana public on what they find as discrimination... they will reply in at least 10 toipcs per person.. Should we not list them?

On telangana language, I can speak for hours (btw, I learnt to read/write 8 languages, it's a passionate subject for me). After 1956 telangana the marginalization of telangana language is somuch that, the ill effcts / cascading effects have put telangana talent into back stage in every sector. When ANDHRA becomes the word commonly referred to merged 2 entities by entire WORLD, what else can you expect? Me alongwith another prof. have prepared a catalogue of "more than 18000 ONLY TELANGANA WORDS" and shall soon bring-out a DICTIONARY of TELANGANA language with more addtions and contributions from rural people who are the only people still keeping the language alive.

My sincere question, why did the famous telangana leaders and central govt. at that time, didn't allow Andhras to get separated during "Jai Andhra" movement?? Andhras were tired of blackmailing from Telangana leaders and wanted to get separated in 1972. But they didn't let it happen.
ReplyDelete1972, was the golden moment for the bifurcation of Andhra Pradesh. If we look at the history of Andhra Pradesh, whenever telangana leaders blackmail in the name of telangana sentiment, they were compensated with CM and minister posts to keep them quiet. Telangana political leaders always used telangana sentiment as a bargaining tool.
Telangana movement should be counted only from 1972, not from 1969. 1969 telangana agitation was compensated with Chenna Reddy CM post. During 1972 Jai Andhra Movement, telangana leaders didn't ask for separate telangana state (only minority). So, if we want to count the telangana movement period, it should start from 1972.
Formation of TRS party gave strong voice for the telangana movement.
But, from my observations of the current political happennings in Andhra Pradesh, I can say that TG state formation has been put on hold for atleast 2-3 years. Congress will not have guts to declare TG state just before 2014 elections.
I would request all of you, to use this telangana sentiment momentum for getting some good developmental projects to TG, in the meantime.

- Telangana said we are under developed and have been marginalized over the period of time, safe guards of merger agreement were not honored or implemented.
- Andhara says we also have backward areas see Northern Andhra, Raylaseema etc
- Telangana presents the numbers, facts, data etc to justify.
- Andhra presents numbers, not on the backward areas of Andhra but how Telangana got its share…which has been debated intensively by both groups but at the end, Andhra says all this can be solved in a democracy or staying united ( with absolute silence and alienation on the merger contracts …)
- Telangana explains the mob(ism) of Democracy and says these can be solved ONLY with Self Rule.
- Andhra starts with why politicians of Telangana where quiet or didn’t raise this issues…again even after explaining the flaws of democracy repeated questions (KCR down down etc)
- Telangana presents 100’s (am very reasonable here starting from 56 contract, 69 agitation…, smaller states success etc) reasons why we need separate state ( actually de-merger)
- Andhra says Telugu’s should be united to fulfill the dream of founding father of AP i.e Potti Sriramulu, (even after repeatedly and tirelessly asking and requesting to give ONE GOOD practical reason for staying united all we get is this reason!!!)
- Telangana starts presenting the facts/data from 1920 onwards till 1956, proving at every point the false propaganda or mis-representation of Potti Sriramulu, am sure 30% of content on this blog is on Potti Sriramulu, I wish same time was spent on merger contracts…it would have added hundred more reasons for de-merger.
- Andhra person(s) intellect accepts but mind still don’t accept, few still are trying to prove its wrong, but few came with proposal we are fine if Hyderabad is made as common capital or UT etc.
- Telangana presented enough or tons of data on UT, Common Capital and historical reasons on Hyderabad, why it should be part of Telangana…
- Andhra says we developed and invested in Hyderabad, pay compensation of 2 lakh crore ($50 Billion) for Telangana and write-off of Hyderabad.
- Telangana shows some realities i.e Hyderabad is spread into Telangana dist (Greater Hyd) and most of the Andhras are leaving in Telanagana and presented enough data or facts and reasons for Hyderabad progress or development etc
- Andhra’s have to still woke up from this shock, since they are assuming they are in Hyd but the fact is they are in Telangana region…didn’t hear from them for a while on this topic.
Andhra’s are quite (maybe cursing their politicians and bureaucrats why didn’t they honor or implement the merger contract or agreements), but whispering here and there that Telangana issue is in cold storage…I think finally Telangana convinced Andhra that de-merger is inevitable …and are taking the movement to final stages with peaceful agitations, but still requesting them (especially current topic) to support (at least not harm) the de-merger…lets keep continue with same momentum.
Just for fun, can we imagine a scenario of Telanganas getting into Andhras shoes. How the telanganas would react if they were put into andhras postion. Will the telanganas (in andhras shoes), agree to let go the Hyderabad to the newly separated telangana state??

ReplyDeleteIf I were in Andhras shoes I would let go off Hyderabad. If I was a settled in Hyderabad I will not mind if Hyderabad is in Telangana or Andhra. I would not like it to be UT. It has to be a part of a one state or another or a joint capital. Even being a Telanganite I won't mind if it is in Telangana or not (even though it is geographically in the middle of Telangana). The talk that andhras alone developed Hyderabad is ridiculous. It is like saying going to USA to develop USA. Where infact people had come to Hyderabad for their own gain

Have you heard of the time when the English in Britain fought for separation of their empire away from India in 1930s? Did you know that Indians opposed it vehemently, went onto streets to protest, to force Great Britain not to remove India from British Empire?
Most probably you did not hear that; because something like that never happened.
Even the most ignorant and illiterate Indian who shows no interest in politics or history would not believe something like that would have happened. That’s because it does not make sense.
It does not make sense because Indians who fought for so long in so many ways to get away from British Empire would not have missed such a golden opportunity. Even a fool in India would not believe that their own leaders would have been that foolish.
In 1969, after fighting for over 9 months, where more than 370 people lost their lives, and 1,840 got injured in police firing and shootings, where more than 50,000 were put in jail including nearly 7,000 women, endured 3,266 lathi charge incidents where more than 20,000 were injured, and then went onto create a political party with single aim of creating Telangana to win 11 out of 14 Lok Sabha seats, why would Telanganas oppose the carving up the state? Why would Telanganas oppose Jai Andhra movement?
Andhras, who had read the mood of Indira Gandhi during 1969 agitation, learnt that she was dead against carving up new states. So, when Supreme Court gave a ruling that Mulki Rules were legal and that they should be immediately implemented in the state instructing the state to safeguard the interests of Telanganas, they took this mood of Indira Gandhi to their advantage and staged their own movement only to coerce the government to concede to their demands. Eventually they won when Indira Gandhi annulled the Supreme Court decision through an act of parliament.
It was the best arm twisting tactic seen in the history of Indian democracy where almost all institutions of democracy were put to shame. And Andhras once again set a blatant precedent on how to use Machiavellian tactics to completely hijack a democracy, suppress a minority and continue their hegemony.
Reading this any differently is of course subject to your fantastical imagination. But that does not mean it happened.

If I was Andhra and the capital city was in Andhra region, I would let it go. The fight for Telangana is not fight for capital city. The fight for Telangana is fight for Telangana, that includes its towns and cities, and there is no reason why we should include the cities of Andhra in it, even if those cities of Andhra happen to be a capital city.
I agree with Vinay here. Yes, the answer in short is: If we were in the shoes of Andhras, we would agree to let go of Hyderabad.

Our fight is not in the name of the language, unlike Andhras who fought for a separate state of Andhra from Madras State in the name of language.

Unlike what most others think, we Telanganas are not ashamed of our history which includes influence of Urdu. We proudly use many Urdu words in our vocabulary without any hesitation. It is only the people from outside Telangana who have a very low opinion of Telanganas when we use Urdu words, and they make it a point to correct us whenever possible, which we completely resent.
We are not ready to make our language ‘pure’ the way you want it. In fact, we would like to fight the Andhras who consistently try to show our language in poor light. The oppression is now from Andhras – Nizam is long gone.

Yes, one of the primary reasons for backwardness of Telangana is its feudal system. One of the ways to break the feudal system to bring opportunities close to the common man, and that includes water, jobs, electricity, funds for various projects, schools and colleges, etc. And Telangana was given an extremely small share in all of these thereby stunting its ability to fight the feudalism. The reason why Telanganas got that small share is because Andhras hogged the bigger share depriving Telanganas of their fair share.
Therefore, the blame for perpetuation of Telangana’s backwardness, not its creation, lies with Andhras.
May be it is just easy to blame everything on the boogie man from Andhra.
May be Yes, may be No. We will never know that unless we exist as a separate Telangana. Lets eliminate the boogie man and we believe that we will be able to address the backwardness of Telangana. Staying in united state has not worked.

How dare u even say that. I am a hindu by religion but i am proud of telangana accent coz it reeks diversity that no other language can ever boast of. The amalgam of hindi, urdu and telugu languages is what makes telangana accent 'PURE' and 'FLAWLESS'. We would like to preserve it and we think its not too late to do so.

Most of the telangana people are of the misbelief that telangana people are the only ones who want to get separated from andhras and not the other way. In 1972, andhras desperately wanted to get separated, and thats a fact.
Telanganas were never merged with andhras by force in 1956. The merger was approved by majority telangana legislative members by passing a resolution in Hyd assembly.
From 1956 to 1969, there was no telangana agitation.
In 1969, for political gains of telangana praja samiti (marri chenna reddy), there was agitation.
Telangana agitation died down after chenna reddy became CM.
Mulki rules, making andhras as second rate citizens in their own capital hyd was not acceptable to andhras. They wanted to get separated in 1972, and "Jai Andhra" movement started. Telangana leaders appeased andhras with some six-point formula etc, to stay united and not bifurcate the state of AP.
From 1972 to TRS party formation, there was no visible telangana agitation.
From TRS party formation day to till date, telangana agitation is pushed to the front by the politically jobless telangana leaders.
Now, tell me, what is this telangana movement about?? political unemployment, classical urduized telangana telugu, self-respect (of whom, velama doras, BC gouds, madigas ??), government jobs??
All the above things come into picture only in the absence of a powerful leader like YS Rajasekhara Reddy.
In the end, this current drama is not about telangana sentiment but due to leadership crisis in AP>

As for jobs , 90% of them are in private sector , they have freedom to recruit any Indian citizen. Even for the 10% govt jobs all the andhra people domiciled in Telangana will be eligible ,just like college seats.
As for water , as per Bachawat guidelines existing use of water will be main criteria in river water sharing. That means that the water that is coming to Andhra today will remain same.
In short , i dont see anything useful change for Telangana people in Telangana state.

You can not claim that your telugu is pure telugu, if you rewind the history when there is a time where the actual telugu is too complex to talk in daily lives, so people started simplifying the telugu, many regions had there own modified telugu. When british wants Indians learn there english they started developing english-to-telugu dictionaries, because there are too many versions of telugu they thought of picking up one version and write the dictionary. That time few andhra telugu scholars like Gurujaada recommended british to recognize that his telugu is actual telugu. He promoted his telugu to use in news papers and school books. That's how your telugu became widely used telugu among others, but not because it is only the real telugu and others are corrupted. If some one talks the ACTUAL/REAL telugu none of Andhra/Seema/Telangana people will understand that. If any other strong person from Seema, Godavari or Sreekakulam promoted there telugu that time then we might have see that telugu now but not the Andhra telugu.

I think water is allocated on State wise but not the region wise, and Andhra taking the major share from what ever the central allocated to Andhra pradesh. If we get separated then central will divide that to telangana and Andhra so after saparation Andhra will get less and Telanana will get more if you compared to the current allocation

This is based on 'existing use principle'. Even if Telangana state is formed they will not get more water than what justice Bachawat has alloted. Using the same principle he alloted more water to AP than its catchment area .

I mean 45% which amounts to some 350 TMC of water. And for your information telangana catchment area is more than 35% whereas andhra is minute when compared to telangana.

Of course 25000 may be the small number but just imagine how many families might have settled well(in that time) in telangana with those jobs and give better education to there children so that there children will be in good positions by now? And why wasn't that GO was not implemented till now?
Another question is, is that the first time the andhra people were allocated in telangana positions illegally? I think it was happened 3-4 times before. Why it was keep repeating? How many times we had to ask you do not break the agreements and rules?

Because of that Andhra pradesh got 40% of water ,despite having only 30% catchment area of Krishna river. He ignored Maharastra,Karnataka objections regarding catchment area.

Telangana(T), Andhra/Seema(A) wants to do a joint business,
so they had spent the capital of 40%(T) and 60%(A) and agreed to
share the profits like in same ratio and the jobs in the business

After a year T found that in there 100 employees 75 are belongs

That is what I am saying when it came to AP our govt misrepresented telangana needs eventhough bachawat was critical in that andhra would not marginalize telangana. You can easily understand the intentions of Bachawat from his words because he was specific in mentioning that because if given based on existing use telangana needs would not be justified (since most projects planned and used were catering andhra more than telangana). So they made it a point that telangana should not be cornered(however he could not completely avoid that based on karnataka and maharashtra needs). So if we form a separate state then the new tribunal that formed in 2006 will see through that in a different manner. Telangnaa will not be seen as part of andhra and telagnna definitely will get a leverage given that of all the four states water is lee utilized in telangana eventhough there is considerablke flow through it.

Ok ,lets say you get a Telangana state.People will still keep migrating to Hyd. One just needs to study for 7 years to become a domicile in Telangana. You cant stop that migration. Except for providing employment to politically umemployed and increasing costs to both states nothing will change for common man in Telangana

Let say we share the dinner bread by 40% and 60% and we are late for the dinner and by the time we are at the table you ate 80% of bread and complaining to us that you are late so I ate it.
As per our indian constitution if you take any wealth which is not belongs to you then you are breaking the law. so even though we didn't ask for jobs/funds for some time it doesn't mean you can take it.

There were several other communists including those from andhra who supported the movement from outside but it was telangana people and leaders who fought against the razakars. Actually the communists were not given due share for their involvement in separate andhra state(which is actually more than congress or potti sriramulu) and nor in telangana revolt.
Don't imagine that andhra communists lead telangana peasant revolt. They were lead by their own share of leaders. Communist party in India then was lead by Randive and not Sundaraiah. Randive was a bihari and not andhra.

If a govt employee took Rs.100/- bribe for a one lak work. So 100 seems very small compared to one lak. But the 100 is not the keyword here, but the bribe is the keyword.
You are talking about only jobs, are you sure this difference is only limited to jobs? Or there other sections where this injustice happened? And we warned you few times about this in the past but still you doing the same.
I give my math in other post, if you move illegally appointed people to andhra then almost for every 45 family there will be one govt job available.
And about the migration, you are true, no one can stop the migration. You migrate to Telangana stay for 5-10 years and now you can claim for local jobs, it is legal. But what happened in the past is they migrated here with the govt. jobs as a local. That's the reason it is illegal and GO610 (and few other before) was created.
By the way you atleast accepted that 1-2% telangana people got injustice, how many andhra people will accept even that?

Few years back Supreme court ruled in favor of mulki rules and asked AP govt to implement that immediately. Then the movement started in Andhra called 'Jai Andhra' and Andhra leaders successfully managed in parliament to suspend that Supreme court order with 'Act of parliament'. Now tell me how come a parliament can deny a supreme court rule?
Telangana state formation is in a cold storage. I can understand the frustration of telangana fundamentalists in this blog.

This is only an example that Andhra can go to any level to suppress the Telangana, I am telling you this because you showed us a way of Court which is also failed before. If Andhra didn't like the mulki rules then they shouldn't sign the agreement in the first place. So I assume that Andhra didn't care about the agreement when signing because they know they are going to break it anyway.

How were you silenced? By an act of Parliament that favored you by annulling the Supreme Court verdict that made Mulki rules valid and legal?
What compromise did you accept? That you completely emasculated the Gentlemen’s Agreement, reduced the time a person can stay in Telangana to be considered local, eliminated the need for TRC, making Hyderabad a free zone?

And they clearly know that Indira is not in mood of carving a new state, so knowing this Andhra leaders started Jai Andhra movement but the ultimate goal for them is to get rid of Mulki rules.
I accept Indira removed Mulki rules(let us in same page for some time) but she put a new agreement called Six point formula. Do you know what happened to Six point formula which is agreed by Andhra after the movement?

Of course, government will not keep silent. It has already done a volte face after announcing steps towards formation of separate Telangana. What will the government of India do this time?
Will it end up killing 370 protestors? Telangana people have paid that price before. Hope it won’t be repeated this time. Hope India will not resort to such kind of violent suppression to quell this movement which has reached critical point of no return. Telanganas are not ready to be kept in cold storage. The heat they are generating is not ready to be kept cold.
All movements reach such critical points. Telangana Movement has reached that stage. Only a fool would stop such a people’s movement which is based in fight for justice, fight for self-expression and fight for self-rule which are all considered legitimate by any observer who believes in freedom.

Would really request to spend some time on Sujai blogs or on Wiki to enable a healthy debate. I have seen many folks arriving on this blog after seeing some heated comments; they create a false impression or arrive at a conclusion that the only goal of commentators is hatred towards Andhra, which is absolutely wrong.

This is the most laughable statement that i have heard. Dalits in Telangana were treated like slaves till NTR abolished patel-patwari regime. Dalits in Andhra were also mistreated but they were not slaves ,they were more like poor labourers.

You seem to be very proud of 370 lives sacrifice in 1969 agitation. That was a tragic incident. Even in 'jai andhra' movement, hundreds of lives were sacrificed.
I am a proud Indian. I have very high expectations of this country. I expect this country to dole out justice even before it is asked for. I want this country to anticipate problems and proactively provide solutions. I understand that we are nowhere close to achieving that.
What is sad is that India has not delivered on its promises it made in its constitution. It has not delivered justice. It has not given liberty to certain people. It has not made certain people feel they are free in this country.
I am not proud of what happened in 1969. I cannot imagine that India could ruthlessly suppress a movement for a new state, knowing very well that such a demerger was not inconceivable even to the person like Nehru.
I find the movement of Jai Andhra very hollow and selfish. May be it’s my skewed view of the situation between Telanganas and Andhras. I don’t see Andhras as losers on any context, whereas Telanganas are clearly the losers. Losing lives over a cause to reverse Mulki Rules is definitely foolish according to me. I don’t find that tragic. I see it as another another move played by Andhra politicians to coerce the Central Government to toe their line, nothing more. And clearly they won.
telangana sentiment is not that strong in 2010 as you make out to be.
You are right that it is not. But is it your wish that it becomes as strong by bottling it up, and keeping it in the cold storage after announcing the separation? What is this game India is playing with its people? How responsible is that?
Will it grant states only when the protests turn violent? Is that the right message? Do you want to measure our sentiment by the number of deaths it causes? Is that how you want to say the sentiment is not that strong - because there are no deaths as yet?
No one witnessed any single major telangana agitation after 1969 till date. Even chidambaram dec9th statement was a bluff to make kcr break his fake-fast.

See that is the problem, we tried very hard to get a favor statement from central govt for separate state. Everyone knows that with this decision andhra will loose the capital. So the best thing Andhra needs to do is pressure the central for a good package for your next capital but instead you violently reacted to threaten the central to withdraw its decision. You are not at all interested to discuss, all you are doing is forcing us to stay with you, so whom we are fighting with, the central government or the Andhra? You should have worried about this day long back when you broke the contract several times. Now no point of worrying.

I never said that I want to negotiate or discuss the issue of Telangana with Andhras. There is no meaning in such talks. Asking the bully if he doesn’t want to bully anymore. Doesn’t make sense. My talk is only with India, and my request to them is this: As a parent please save us from this bully. Don’t let us continue in this merger which is not working out for us. We look up to you because we believe in this nation. Don’t let us down.
And while I am doing this, I am clearly saying that there should no negotiations or discussions with Andhras. Because such a move is downright foolish and futile. And a history of 53 years of broken promises and agreements is a testament to that.

There is nothing to settle about Hyderabad. The city belongs to Telangana, the way Vizag belongs to Andhras. The only thing Indian government has to do is pacify Andhras with a package. Thank you very much. That’s one example against thousands of examples where Andhras have neglected, humiliated and discrimination against Telanganas.
We will remember this act of courtesy. And hope when we are two states as neighbors, we will continue to act united to keep up the pride of Telugus.

Unless and untill, Hyderabad capital issue is resolved, Telangana state will be a dream. Center and chidambaram has already given up on telangana issue. They pushed the ball into the court of political parties in AP to resolve this issue among themselves amicably.

In such a Scenario, if the people of Hyderabad, AFTER 50 yrs of formation of Telangana, feel that they have been marginalized with no opportunities for growth, if they can establish that their education and job opportunities are dismal compared to the rest of Telangana, and if they can establish that their farmers are dying in thousands every yr (2500 suicides per yr is the current record for Telangana)..... then, Mr. Ravindra babu.... All the T-supporters on this blog will be the first to support the cause of a 'Separate Hyderabad'.... and not just that, we will ask the Central govt. to expedite the process.
Till then.... till such a day occurs.... kindly stop blabbering. It is ok to express fears... but, your 'fears' seem like nightmares of a 12yr old kid.

It is been discussed before, we will definitely let them go, this would not happen because we try our best to not to neglect any single area in Telangana, your case would happen only if HYD is neglected in allocating the resources like funds etc. Atlease we should learn that lesson about why we got separated from Andhra(where Andhra didn't learn there lession why they got separated from Madras)
Read the Pakistan history and why Bangladesh got separated from them.
For now hyderabadis need not worry about their future, as odds are in favor of united AP and telangana is put on hold.

If people of Hyderabad are being bullied by people of other districts, then Hyderabad has to make a case, like what Telangana did during 1950s and 1960s. Agreements can be made and accords can be signed by both parties to protect the interests of people of Hyderabad.
And if, people of Telangana break those promises and continue to bully people of Hyderabadis clearly demonstrating the attitude of 'not ready to adhere to any promise', then the center should take a decision to isolate Hyderabad from Telangana so that people of Hyderabad are protected.
Talking to people of Telangana to decide the fate of people of Hyderabad is utterly foolish.
Clearly, the founding fathers who wrote Indian Constitution anticipated such situations and hence gave powers to the Parliament to decide on carving up of states without having to consult state assemblies.
What Chidambaram did as a nice gesture to let State Assembly decide the future of Telangana will turn out to be a major faux pas! In 1960s, when Gujarat and Maharashtra had problems over status of Bombay (now Mumbai), the Supreme Court clearly ruled that the Center will decide the fate of new states and that state assemblies have no jurisdiction over it.

Gujarat and Maharastra issue is based on linguistic basis. That is a totally different case from ours.
In our case, center is not willing to take a unilateral decision at any cost. All stakeholders consultations are a must. First negotiations, then only comes the next steps. Negotiations are with andhras, and there will be heated debates and lot of data on the table.
State formation on blog is easy and much different from ground reality.
For now hyderabadis need not worry about their future, as odds are in favor of united AP and telangana is put on hold

I was not referring to the ‘basis’ on which the states are formed. I was referring to the carving of the states. Period. Our constitution does not talk about the ‘basis’. It only talks about the carving up of states without referring to the ‘basis’. The center can come up with any basis for carving the states and the Indian Constitution does not change with change in ‘basis’. Please don’t bring in your interpretations.
Here is the Article 3 of Indian Constitution:
“Article 3: Formation of new States and alteration of areas, boundaries or names of existing States
Parliament may by law:
1. Form a new State by separation of territory from any State or by uniting two or more States or parts of States or by uniting any territory to a part of any State
2. Increase the area of any State
3. Diminish the area of any State

In our case, center is not willing to take a unilateral decision at any cost.
That’s presumption. Read the text above once again. Does it contain even one mention of ‘state assembly’? Center HAS to take the decision this time around. It has no choice.
All stakeholders consultations are a must.
Read the Article 3 once again. Does it contain even one mention of ‘consultations’? Also, go back to read history on how states were formed in India. See how many times ‘consultations’ appear in those histories.
Negotiations are with andhras, and there will be heated debates and lot of data on the table.

Sorry to burst your bubble. Center doesn’t have to hold any negotiations with Andhras to create Telangana. There is no provision that binds the center to do that. Passing the resolutions in state assembly has become more of a formality in the recent past without any constitutional directive.
On 9 Dec 2009, P Chidambaram actually believed that all parties of Andhra Pradesh clearly supported a separate Telangana because he had received letters from all of them stating the same. Therefore, he thought that there would be no problem in pushing it to State Assembly. That’s why he made that statement.
Now the center has to take the onus of taking decision on its own. And that will not involve Andhras. Telanganas will force the Center to take a decision in the parliament. Andhras already fear this – that’s why they are trying to buy up MPs in the Parliament!
State formation on blog is easy and much different from ground reality.

I continue to believe that we have to intensify the agitation. More and more people have to come into the fold. It is for each of us to educate more Telanganas on a daily basis. I see the transformation around me here in Telangana. People who were initially skeptical of separate state have become strong supporters of Telangana. The awareness is extremely high in interior regions of Telangana. Every day there is a procession in the towns of Telangana. People are taking pride that they are going to get a new state, speak their own language without being ashamed, etc. There are many reasons for that pride. There are many people who are working towards it, and they don’t happen to be the politicians.
Also, the prevailing mood in India has changed. We are no longer averse to carving up new states. Back in 1970s there was a very strong opposition to creating new states – it was equated to break up of the country. Now, there are many advocates of small states.
I do see some hurdles though. \Andhras will not give up without putting the fight. They are already trying to win MPs around India. They have lots of cash to buy many MPs.
If the bill is table in the Parliament, and if Sonia Gandhi asks their MPs to vote for it (which she will if they table it), Congress + BJP is good enough it make it through. Mayawati will support. West Bengal and Maharashtra may not support (because they fear of Vidarbha and Gorkhaland).
The problem is if the Congress at the center makes U-turn. Then there’s no hope. I still have faith in Manmohan Singh and P Chidambaram. They don’t sound very obstinate. Their 9th Dec statement only proves that they are not averse to new states. That’s a good sign.

And many states and their regional parties before DEC 9 have supported telangana.
Congress may not turn around on this issue because it will affect its popularity in all regions( Which it certainly does not want to loose).
Andhra people's best chance is to fight at the local level now and that is why they are lobbying against telangana movement.
Don't you think it is clear that who is gaining from status quo, given the vertical division on opinion on this issue? And all the bigwigs in Parliament also understand the scenario. Everyone knows that telangana is grossly marginalized. Just that they are buying time off to see if the agitations wane or wax.

The rumor is that NCP has been already bought purportedly for 200 Crores. I am not sure what that means. I don’t know the exact math, but Andhra politicians would know what they are up to. Otherwise, why would they start the maneuvers if it is not going to work out?

It is all about politics. Why take a decision now if it is not going to help them in the next elections. Will UPA get Telangana if they give Telangana? If they get Telangana, will they not lose Andhra-Rayalaseema? Is it really worth winning Telangana while losing Andhra-Rayalaseema? Can they win both? If not, does it not make sense to stick with bigger Andhra-Rayalaseema and let go of smaller Telangana?
The package they will announce will depend on the answers to the above questions. The decisions will not depend on their credibility or doing something good for Telanganas.
At the center, I think the question of Telangana is no longer if but when. The timing is important. The package is important. Is there a way to strike both birds with one stone? If so, what will that strategy be?
In my opinion, they will announce Telangana, but not give specifics on dates. Start the process, and allow it to take few years so that it comes closer to next elections. Being vague will keep all parties anticipating. But the problem is will Telanganas accept vagueness? That’s what this waiting is all for – to see if the agitation will go out of control or not. If it can be contained, then why not contain it for some more time? Using KCR and other leaders, they will do their best to keep the agitation going out of control. That’s how they are thinking.
It’s sad really. Because this only suggests that Telangana will get concrete results only if they create a scene making it ugly for everyone. I am not sure if the current version of Indian parliamentary democracy is allowing us to solve our problems the right way. We should introduce few more checks and balances to get the just and timely decisions instead of getting vacillating and vague decisions only to take care of next elections.
Let’s see how things go. It is the dance of democracy, they say ;-) And we all part of it without our volition.

I think that’s the very basis for samkya andhra moment. Its a negotiating ploy with Center..
History is recorded as Events and to understand those events you need to know the processes that caused them..
Dec 9 stmt of P.Chidambram is such an Event that has breathed in the Hope of Separate state for Telangana. (Your own posts being example ...)
From Telangana perspective Dec 9 is being viewed as the fruition of the struggle from 1969 onwards for separate state because of perceived & felt injustices..
But for Kosta & Rayalasema Dec 9 is being felt as overreaction of Center for TRS(KCR) tamashas..
Now without bridging the gulf between these perspectives its real hard to get to an understanding either for separation or staying united..
And the process you have followed for bridging this is blaming Andhras(some: as u put it),am not sure if this will work or convince many..
In trying to understand the grudge against Andhras for Telanganites one can find the source to be Telanagana intellectuals Prof.JayShankar & Reader S.Simhadri writings which actually point to specific casts and groups from Konasema( Krishna,West Godavari,East Godavari, Part Guntur Districts).
So before you generalize all into one category you need to ask, how people from Rayalasem or Uttar Andhra benefited from Telangana and also need to reason why they are supporting the moment..

Frankly I really do not get flustered if I lost sympathizers and will not rejoice if I gain supporters.
Having said that, I do understand that sweeping generalizations that I am making in this Telangana-Andhra tussle is fraught with many grays and it is not exactly black and white. But without making those generalizations we will never get anywhere. If I go and divide entire Andhra into many pieces, as perpetrators of discrimination, the active sympathizers of discrimination, the passive bystander, the ignorant, the innocent, the aggrieved Andhra, the discriminated Andhra, and so on, I may end up writing a good thesis which nobody wants to read (including me).
When writing about Germans and Russians during WWII, we treat them as monolithic blocks for most of the narration, till we get into the nitty gritty details of who supported the Nazism and who didn’t, or who suffered in Soviet Russia while who oppressed.
Right now, my interest is only with two regions called Andhras and Telanganas, and I treat them as two groups – knowing very well that there are millions of Andhras who have neither participated nor contributed towards discrimination of Telanganas. The fact they are now residing in Andhra region, identity themselves as Andhras, and form a group identity, is good enough to be put into one bucket. That does not mean I am going to talk to an individual Andhra and say, ‘Hey you discriminated’. That’s not the point here.
As a group Telanganas suffered at the hands of Andhras as a group.

I think you made an argument trying to connect the irrelevant.
well the cause of telangana is fair and straight. But I do not find any reason for you supporting samaikhyandra. I do not understand how this will help telangana when it dod not help its people for the last 50 years.
Well if Rayalseema and uttarandhra people want to stay united I would not question them neither would I force them to join us or separate from andhra.
But it is illogical for you and the same regions to ask telagnana to stay united even when its people are against it?

Not the other way.
I don't think centre's decision on Dec 9 is not specifically because of KCR's hunger strike. It is because of the situation that is unfolding in the Telangana region and the movement that was flaring up. Wide consensus that was evident in the state among all political parties regarding the issue of Telangana played a major part in the centre's decision. If the people didn't support Telangana they would have cared less if KCR is dead or alive.

ReplyDeleteWell I don't think your arguments would beat out their well researched and cited articles/ papers that are already published.
The question is how you are going to disprove their articles and assertions.
You guys cannot win over it that is the reason you stuck to cliches and slogans like "United We stand" or
"Kalisi unte kaladu sukaham"
Look how shallow your arguments are?
When whole telangana people were shouting hard that GO 610 was not implemented and river waters were unfairly ditributed then none of your andhra leaders came up with information that goes against it.
You simply relied on ageold cliches.
Whatever is the truth the reality is that telangana do not think the union is in best interest of them.
So you guys better backoff and stay happily with your own samaikhyandra and leave telangana out for its people.
