Telangana 60: Divorce has happened in our hearts

The current agitation over APPSC (Andhra Pradesh Public Service Commission) exams has once again pitted Telanganas against Seemandhra dominated Government of Andhra Pradesh.  Telangana students, and many leaders, including those from ruling Congress Party wanted to delay these exams so that they consider the demand from Telanganas to include 42% reservation in these posts.  Telanganas allege discrimination towards them in final selection of the candidates. There are stories of a Telangana candidate getting 655 marks in the written exam but only 21 in the interview while a Seemandhra candidate getting 590 in the written exam gets 88 marks in interview.  The Seemandhra person gets in while Telangana person doesn’t.   Can a person with very high score in written exams get very low score in interviews?  Yes it can happen.  Can we deduce discrimination from such isolated incident?  Not really.  But when it happens consistently, which the Telanganas allege, there is a need to look into the matter.  Telangana people believe there is discrimination in APPSC exams and seek 42% quota to represent their population in the state citing Gentlemen’s Agreement. 

The Chairman of APPSC, Mr. Venkatarami Reddy, a Seemandhra person, insisted on holding these exams on time without paying heed to the protests from whole of Telangana.  He was backed by Chief Minister Rosaiah, another Seemandhra loyalist.  He was supported by most of Seemandhra politicians.  Even the people of Seemandhra came out to stage dharnas to impress upon this Chairman to go ahead and hold these exams as scheduled overriding the wishes of Telangana people.   These exams were postponed twice already before but this time around the authorities insisted on holding them on the date much to the dismay of Telangana people, politicians, students and the leaders.

It became a challenge.  Telanganas wanted to hold off the exams while Seemandhras wanted to coerce Telangana into submission with armed forces to proceed with their agenda no matter what 42% of the population thinks, because they ride the majority of 58%.   One can easily imagine how the sixty years marriage has been.  One party dictated terms with impunity while the other party succumbed each and every time.

On Sunday, 5 September 2010, the showdown began between Telanganas and the Seemandhra led government of Andhra Pradesh.  The ruling party MPs of Telangana marched towards the examination centers and were instantly arrested.  The students went into battle with the police in Osmania University campus.  Some of these agitators and protestors barged into few examination halls and disrupted the exams. The agitations spread across whole of Telangana.  The police forces stood ground and arrested hundreds.  Only 35% of Telangana aspirants showed up, while in Hyderabad it was 45% turnout.  In Seemandhra, the examinations went peacefully with 65% turnout clearly indicating that these exams failed in Telangana.  

It is clear to most Telanganas that this government does not represent them. This incident is another affirmation of arrogance of Seemandhras who wanted to prove a point that they can snub Telangana agitation with brute force of state police.   For many years now, Telanganas have been losing trust in the farcical marriage called Andhra Pradesh.  It would like to get a divorce but the state doesn’t allow it.  Because the Government of India, proving to the whole world that it is quite idiotic when it comes to dealing with certain aspects of constitutional democracy, dictates that these two parties should vote to decide the separation.  Unfortunately for Telangana, the Andhra Pradesh government is controlled by Seemandhra who have 6 votes while Telangana has only 4 votes.  Every time the government of Andhra Pradesh votes Telangana loses out.

Telangana cites ‘irreconcilable differences’ and ‘lack of trust’ to break this marriage.  But like the Indian man who doesn’t let his wife leave, forcing her, beating her, and threatening to kill her and her family if necessary, Seemandhra holds onto Telangana at gunpoint pressing them to the ground.  

The divorce has happened in the minds of the people.  We are waiting for the legal separation.

Do you have a transcript of the interview proceedings.I got selected in 90s as Group 1 officer in Rural Development in Ranga Reddy,I got bad grade since I was unable to answer the interview well though I did well in written section and prelims ( I'ven't joined the post).My Andhra counterparts were able to do interview well .The marks and my post reflected that.I don't have regrets.Some people are good at answering the interviews some are good at writing.If you have a transcript of their interview then I'm on your side.

  2. I do not think any such discrimination happened against Telengana people. The percentage of marks are well defined in each and every session, including interview.
    If any one will see the ranks of USPC selected candidates from last five to ten years, I hope it will give a very good insight how a interview will make a significant contribution in getting top ranks. And more importantly, the no.of people selected from AP are more than that of any state in India in any exam,particularly in civils and top tire institutes like IITs and IISc. What we can answer to this Question. Fortunately,there is no such region wise reservation provision in Indian Constitution.

  3. To be honest, I don't have data, nor do I have evidence. I don't even know if discrimination happened in APPSC or not. But looking at other areas where evidence is available, the allegation of Telanganas seems credible, but that is not a concrete proof.

    I think the bigger picture here is if Telanganas trust Seemandhras any longer. We have reached as situation where the trust is no longer there. And the actions of arrogance to go ahead with exams in spite of major protests worsens the situation.

    This has all the answers to what you have said. If you can logically answer them in you next post or something, then it would be a constructive way of supporting for a Telangana rather than spreading words of hatred.

    I was influenced by your earlier posts and supported a separate Telangana. But that blog convinced me that a new state is not a solution and the arguments that you gave are misled by twisted half-truths. I hope that you will give a logical explanation to at least some questions in that blog...

    First lie: 7 districts of Telangana are backward while 1 district of Rayalaseema is backward. Only 3 districts from Coastal Andhra are backward.

    This is the truth: Backward districts of Telangana are Adilabad, Warangal, Nalgonda and Mahbubnagar, only 4 districts.

    You are grossly wrong on this statement. Gentlemen’s Agreement clearly introduced safeguards and region-wise provisions for Telangana. In addition, Article 371 protected the interests of Telangana.

    Truth about BRGF . It has more details than half truths spread about in media.

    This BRGF was called RSVY(Rashtriya sam vikas yojana), before 2007.

    Now who is eligible for RSVY?
    The identification of backward
    districts within a State has been made on the basis of an index of backwardness
    comprising three parameters with equal weights to each: (i) value of output per
    agricultural worker; (ii) agriculture wage rate; and (iii) percentage of SC/ST
    population of the districts.

    The number of T districts based upoin this criteria are only 3.
    1. Adilabad.
    2. Warangal
    3. Mehboobnagar.

    We can go into details and statistics and break our heads on it. There is an opinion that is becoming a mainstream agreement that left wing extremism is related to backwardness, and that is being captured in this report. Otherwise, there is no reason to include those districts under BGRF. There is a strong correlation between backwardness and left wing extremism and that is being recognized by the Center, though it has been a very late response.

    So, you could look at the nitty-gritty details and wrack your brains on semantics. I would have appreciated if we had instead talked about why Gentlemen’s Agreement was flouted, why Article 371 was discarded, why Telangana did not get their share of water, why GO 610 remains unimplemented. Why don’t we concentrate on big things to debate, instead of picking up arcane reports and their semantics?

    I didn’t start the debate on backwardness of Telangana districts based on BGRF. Some other commenter did it (Chytu). He has a blog of his. You can debate the semantics there and I am quite sure he would be very keen on responding to them.

    Gentleman's agreement was to be implemented only for a period of 5 years based on the backwardness of T-districts at that time. The above link (Domicile rules section) says that too...

    Group 1 examinations are over. The ruling Congress Party is divided into regional groups, one supporting the exams, another opposing it. Situation in TDP which is becoming a Carbon Copy of Congress party is the same. I am happy that the government has somehow conducted these exams. When we were doubting these days if a government actually exists or not, it is really quite impressive to see the government stand on a issue with resoluteness, whether it is for good or bad. I am a bit hesitant to give credit for this determination to Rosaiah. He would have slipped long ago. I am beginning to believe that it is Governor’s resoluteness.

    While Andhras are happy with the recent police enforcement, Telanganas are not. It is very clear that we no longer feel this government represents us. Isn’t that a breakdown of democracy if 3.5 Crore people do not feel that the government that rules them does not represent them?

    When British ruled India, the entire British administration in India represented a small population of Great Britain ruling over a population many times its size. The only way we could get free of that government is to bring self-rule. That’s what Telanganas are trying to do. India became free in 1947. Telangana is still under subjugation even in 2010. Will Telangana see its freedom in 2011? Let’s see. I am patient. So is Telangana.

    Andhras can continue to congratulate themselves for what happened on 5 September 2010. Telanganas will mourn it as another episode where we were broken, made to kneel, lick the ground by the Seemandhras. It is not hard to understand how our last sixty years have been.

    How long will you take sadistic pleasure each time we are forced to kneel down before you? How long will you celebrate each time you score a victory over our humiliating defeat? Don't you realize that each time you do that to us, Telangana gets even more determined to overthrow your government? Why do you think your exit will be smooth when there are so many disgruntled people around you?

    How long will you glee and gloat over the fact that you control this government? Why do you think the people of Telangana will react amicably to you? Why do you think there will be no repercussions when you enjoy our decimation again and again? Why do you think there will trust or bonhomie when you continue to laugh at each of our downfalls?

    How you conduct now will determine our futures as neighbors.

    If the choice is to be made only between the above two, I will choose Mayawati over Narendra Modi. It is quite OK to have an incompetent leader who is secular than a competent leader who is fundamentalist. That’s because we can always change that incompetent leader (there’s always hope) and still retain the basic fabric of our country. However, if you have a fundamentalist as your PM there’s a danger that some of us will lose our fundamental rights, some of us will be persecuted and targeted for our identity and that would bring so much affect the system so much that it will take a catharsis to restore the system.

    @sujay - Please ask the lakhs of group1 aspirants from telangana districts if they feel the same. They have been waiting for years for this moment. They wouldn't have appeared for the exams if they shared your feelings. Very few boycotted the exam.

    You are entitled to your opinion and you can freely express it. But plese don't falsely portray it as 3.5cr telangana people opinion.

    Even if the 42% quota is given, I'm sure most of the jobs in this quota will go to candidates from Hyd for obvious reasons. Wouldn't the candidates from other districts feel discriminated then? What if districts start asking for quotas? Please don't say this is hypothetical. Knowing our politicians, these things keep happening. Where is the end?

    They wouldn't have appeared for the exams if they shared your feelings.

    People do appear for the exams because it concerns their livelihood. Thousands of Indians stood in line to get recruited by British police and British Armed forces though most of India was fighting against British to get Independence. You need to get a perspective on these things to make sense in your arguments.

    Even if the 42% quota is given, I'm sure most of the jobs in this quota will go to candidates from Hyd for obvious reasons. Wouldn't the candidates from other districts feel discriminated then? What if districts start asking for quotas?

    We will deal with it when Telangana gets formed. What is so wrong to reserve quotas for backward districts within Telangana? I don’t see anything wrong with that.

  31. The issue here is the son/daughter should actually blame his/her father/parents (and perhaps even his grand parents) for his/her backwardness. But conveniently he/she wants to blame the professors/lecturers/neighbors and anyone and everyone.

    It is easy to talk this nonsense of our hearts have separated and crap like that.

    Same crap like that is a question on democracy of 4 vs 6 votes. So if there are just 3 people then it mean 2 can discriminate against ONE. What nonsense.

    So this means that if there are 10 people left on earth democracy is not the right principle. So entire democratic philosophy goes wrong.

    This is just a agitation that is contrived. And taken up by people who want power. Or some people who think they can benefit without sweat.

    The telangana agitation is all about something like "I sold my house to you" but after 20 years I will say "how is it yours?" because my grandfathers owned it for 100 years.

    Sheer opportunism this agitation and claim is all about.

    No point in getting into a debate.

    If there are 100 fools who say something and 100 more who believe it so what?

    Has anyone reading this ever fired an employee being an entrepreneur or HR, THEN you will find all shades of justifications in this telangana agitation. The guy who is being fired will not accept his/her shortcomings. They will keep saying its injustice. Can't help it.

    Life's hard. You better shine.

    Go on. And like naipaul says "take it on your chin" or "it doesnt matter if your arse hurts". Its not a global problem and solves nothing: it just means you are hurt.

    What is so wrong to reserve quotas for backward districts within Telangana? I don’t see anything wrong with that.

    Why just APPSC then? Why not UPSC, IIT-JEE, CAT, GATE etc?

    how 42% came. as per 2001 census
    population of rayalaseema 13460240, coastal andhra 31570700, and telanagana is 30696520 so it comes to 17.8, 41.7, 40.5 %. even you include hyderabad population which is good share of coastal andhra and rayalaseema population it came to only 40.5% how you claim that they need 42 % is legitimate.
    and to decrease the attendance separatists dammaged around 51 buses. and started dharnas, road blocking still you can see a good number attended. in dist like warangal it touched 50.

  34. In Telengana there is a stereotype that andhrites are hardworking and intelligent, but they are proving to be morons, samykandhra idiots take the words of lgpati as a gospel and repeat them like trained parrots or goats sayin "meyeeh.."
    They make absurd argumentrs and try to prove their skewed logic by using more absurd claims.
    Example: 1.(They say "no favortism can be shown while correcting papers because the papers are coded" u dont need to be a linguistic expert or a code breaker to identify the writin style as telengana even a 7th class person can identify it).

    2. They say "if u get gud marks in written apsc there is no gaurantee that u shud get gud mrks in intrvw"
    So it must be a coincidence that while telengana students are toppers in written they are the least in intrws while seemandhra are opposite,how strange but we shud accept the andhra words however dumb it may sound.

    3. They say saymkyanhdhra moment is a patriotic moment at the same time equating their fellow citizens to pakstani speratists.How patriotic.

    People’s movement for freedom, independence, liberation, self-rule derive inspiration other movements that preceded them. It is healthy idea to draw parallels, give analogies, and cite examples from those movements which are most familiar with. I use Indian Independence Movement to derive analogies, parallel and examples assuming that most Indian audiences are either familiar with this movement the most or because they can associate with this movement more.

    For example, during US Independence Movement many leaders derived inspiration from people’s revolutions in England, often citing Bill of Rights, and other historical events that preceded them. Thomas Paine deriving most of his arguments from what happened in England. Why? Because US Colonies were familiar with England and its histories and therefore it made sense to use those examples.

    Telangana Movement happens to be an unfinished business from the time of our Independence, and at its roots is the word freedom. Therefore, it makes all the more sense to cite Indian Independence Movement in this context. Moreover, Telangana Movement has many similarities to Indian Independence Movement because both tried to overthrow governments that didn’t represent the people. British Empire nominated a government that was not elected by Indians, and here in Telangana’s case government gets elected by a certain majority to rule over a certain minority which is clearly unrepresentative of that minority. The whole reason why states are created is to take care of that problem within Indian democracy.

    British thought Indian leaders were villains and so do Andhras think of Telangana leaders as villains. If you read the news articles and Churchill’s characterization of Indian leaders you will find it many similarities with your own opinions of our leaders. And therefore, when you ridicule the leaders of Telangana I do not get perturbed because if you see history you will realize that masters tend to characterize the liberators as villains, ridicule them, punch holes in their credibility, etc.

    I wrote the above not to justify my examples from India’s freedom struggles. I wrote the above hoping I will be able to talk to a small portion of your brain which I believe is still capable of reason, however nonsensical your comments may sound. It’s a shot in the dark. I will know if I have succeeded or not from your next reply.

    I never had a feeling that any of the Andhra/Telangana leaders systematically discriminated rayalaseema. In 1994 people in rayalaseema voted for NTR instead of Kotla.

    I do not have any issues with the formation of separate telangana state if majority of telangana people want it. It is only the central govt. which can create this new state and this can be done irrespective of opinion of andhra/rayalaseema people. It was same case when Andhra split from TamilNadu.

    Characterizing the entire andhra/rayalaseema people as thieves/crooks will only increase the emotions and reduce the possibility of a rational debate.

    My dear Orugallu its not getting scared by Sujai's abhorrent and meaningless comparisons,it makes eyes and mind tired without any reason. Does he know what it means to fight a Freedom Struggle. Can he really empathize with the Independence movement ? A fight for separate state can never be equated to freedom struggle. Its nothing but undermining the great souls who fought against a mighty empire. Freedom struggle never happens when you fight your own people.     The very basis of Telangana movement is hatred towards Andhra and Seema people.This is sadly true.It that were not the case Telangana would have formed long ago.     No, I wouldn’t say that. But what I would say is that one can combat humiliation through awareness, compassion, greater understanding of other kind. In some cases, those cannot be legalized. I never asked for legal prohibition of Telugu movies, if you recall. Political actions, policy decisions, sensitivities towards other kinds of people will reduce the humiliation.

    I am not refering to personal humiliation of one person. I am refering to the ongoing humiliation of Andhras going on for the last ten years which has reached its peak in the last ten months.

    So what are the underlying reasons why Telanganas humiliate Andhras, if they do? If you know those underlying reasons, we should go about solving them. According to me, the underlying reason is animosity as a result of domination of Andhras in politics, opportunities, employment and access to resources. I believe the first step towards reducing that animosity between the two groups is to move towards statehood of Telangana.

    Those irrecoverable losses are loss of investments made by Andhras as a state.

    India does not let you forfeit your investments in a city or state, just because a new state is formed. So you are legally entitled to your investments anywhere in the country. A Telugu person investing in Bangalore through legal means is as safe as a Telugu person investing in Hyderabad through legal means. Of course, you should be very worried if you made investments through illegal means, as some of the Seemandhra politicians are currently worried.

    Funds spent by the governments are not to be recouped by its taxpayers. A welfare state is built on the principle that the government decides where the taxes will be spent. They could give subsidies to farmers. As a tax-payer, I have a right to ask the government to stop paying subsidies to farmers, but if the government backed by majority decides to go ahead with the subsidies, I cannot recoup those subsidies. At best, I can rally people to generate enough political voice to stop the subsidies in future. But I will not be able to recoup my taxes from the farmers.

    In the same way, Telanganas will not be able to recoup the taxes that government ‘invested’ in Coastal Andhra and Rayalaseema.

    How are andhras going to recoup that ? Is Telangana going to compensate?

    Usually when new states are formed, the central government offers packages to build a new capital city. I am quite sure that Andhra will get such a huge package. That is the only way to take care of it. But Telangana would not pay Andhras any money. But the funds that are already available in the state will be divided at an agreed ratio.

    If you have trouble understanding this, please look into our history. Look at how funds were divided when India/Pakistan got separated. Bulk of tax money was used in building New Delhi but Pakistan could not recoup its investments. Take a look at many state separations in India. Gujarat-Maharashtra, Punjab-Haryana-Himachal, Madhya Pradesh-Chattisgarh, will provide you with some insights into how this is done.

    During YSR tenure, 26 projects have been allocated to irrigate 43 lakh hectares in Andhra-Rayalaseema but only 16 lakh hectares in Telangana. Though Telangana constitutes 40% in land area and population it gets 27% in irrigation. Did you ask why? [India Today]

    In a recent GO 1845 of December 2009 for road and bridge constructions, only 9.31 Crores was allocated to Telangana while Andhra got 103.53 Crores. That’s less than 10%. Do you know why? [The Hindu]

    Out of 10 districts in Telangana, 9 are considered backward by the central government. Only one from Andhra is considered backward. Did you ask why? [The Hindu]

    The list goes on, but most Seemandhras do not want to see the evidence, see it, or learn from it. They wake up in the morning, sit in front of the computer, do not do any studying or homework, they don’t read their histories, and start typing away without an iota of knowledge.     You are wrong.Gandhinagar was constructed at a huge outlay in 60s to serve as a capital for Gujarat. Chandigarh was built with huge investment after the Indian lost Lahore again with an unprecedented investment during those days.Chattishgarh is going to build a new capital Naya Raipur with an astonishing amount of money.
    Anyway the examples with Madhya Pradesh or Maharasthra are different than Telangana. Since the people of Andhra want to be with Andhra Pradesh but Telangana people want to go away.Therefore those who are being kicked out should be compensated heavily.     Indians did oppose the bid of Haryana to replace their capital. Indian Govt didn't want the capital of Haryana to be shifted from Chandigarh.

    As per my calculations, actually it is you have to pay big time to Telangana,,,,

    3.36 lakh crores - for the loss of 5 lakh jobs @ 1.2 lakh/annum for 56 years
    14 lakh crores - for using Hyderabad (25,000 crore/year for using Hyd * 56 years)

    All the lands grabbed from poor and govt lands, alloted to film nagars, celebrities, Pharma, industries, SEZ and many such idiotic projects would be given back.

    Lands belonging to temple, wakf boards which were stolen by Govt - would be returned back.

    547 lakh crores for stealing our water resources.

    Nationalize the gas reserves found in Andhra, and Andhra has to supply 56% of the gas produced to a new gas-thermal project in Mahaboobnagar for the next 312 years.

    Telangana has the right to take water retroactively, that is, the water that was misallocated before, it can take those TMCs out at a later point.

    This is just a quick list. Not a comprehensive list! I will do the interest calculations at a later point. The numbers will be far more interesting with interest calculations!

    The statistical part of non-locals and locals has been examined by the Commission and it will be seen that the percentage of non-locals in the zones V and VI is negligible and far below the sealing of 20 per cent.

    Therefore on the statistical aspect there is no question of any action or implementation of the G.O.


    So where is the 2 lakh figure that you are talking about. Girglani actually says that percentage of non locals in Zone 5 & Zone 6 is negligible.

    Telangana was a backward region, thats why it got safeguards .

    It also implies that tax money flowed from Andhra to TG ,and not other way around as telangana was a backward region and it wouldnt have generated much revenue (Unless it was using Nizam era taxation)

    I am quite sure that Andhra will get such a huge package.

    It is funny that center never mentioned a package during dec 9 statement and subsequent movement in andhra . Centre has no such idea to give a package to andhra .

  78. Take a look at many state separations in India. Gujarat-Maharashtra, Punjab-Haryana-Himachal, Madhya Pradesh-Chattisgarh, will provide you with some insights into how this is done.
