SKC Report: Bloopers or Lies?

Let it be known that states in India were not formed based on statistics.   States were formed to satisfy aspirations of people of a certain region.
Let it be known that data is unreliable.  Data can be cooked and misinterpreted.  That’s why we had Satyam in Andhra Pradesh.
Let it known that even though Government of AP denied certain information to RTI activists of Telangana, the same information was provided to Srikrishna Committee.  If it is a fair trial, the information should have been available to everyone contesting the case.
Let it be known that Government of AP pulled down certain webpages and documents from their websites after Srikrishna Committee was announced.  

SKC Report is a joke.  It lists six options, some of them downright ridiculous and laughable.  And yet, this report is being used by detractors to Telangana Movement to discredit our cause. 

Here is a collection of all the lies from Srikrishna Committee Report.  This will tell you that information cited and deductions made in the report are false, fabricated and serving few vested interests.  [Please send your bloopers across.  I will list them here].

1.  Number of Chief Ministers from Telangana.

There were only 4 Chief Ministers of AP hailing from Telangana but SKC wants us to believe there were 6! (Dileep)


3. Telangana festivals like Bonalu, Sammakka-Sarakka Jathara are
widely popular across AP. The government, people and media have always given
equal importance to these occasions. (aditya)

    Domestic power consumption in Telangana is not even 60% of that in Seemandhra.

    Well, looks like some elements are trying to divide and weaken the movement further.Have to see how far they will succeed. May be some one like Gaddar will be happy to see the students go against KCR and family.

    It is alright for internet warriors (passive activists and active critics) like Sujai et al to talk about need for unity and give clarion calls for violent or non-violent protests.You guys will lose nothing at the end of the day.Most of you have jobs or businesses and you are all practically global citizens.

    But the gullible students in OU and KU, who get influenced by their leaders, professors and politicians - what of them? I am more worried for the unemployed youth in Telangana and elsewhere in AP, and for the poor farmers whose plight is getting submerged under this Telangana issue.The world is not going to fall apart if Telangana is not given on a priority basis. But the issues of inflation, unemployment, and agriculture are the more serious developmental issues.

    The way things are going, there seems to be near unanimous feeling among the ruling classes that united AP is needed for the Lok Sabha sake, and it does not matter how the State gets governed internally, within the Constitutional framework. Internet warriors can't change this feeling because you guys do not have real stakes, the politicians do. And the local students are suffering because their young blood gets easily influenced by impractical ideals.

    If internet warriors want to help Telangana, please think about helping these students in their careers.They are facing lathi charges while we are all typing on our laptops or mobiles sitting in AC comforts.

    Just my two cents from a practical and humanist perspective.

    I don't agree with Sujai on most of the matters, but I think he has his heart in the right place.That makes me come back to this blog and voice my opinion. And in my opinion, none of us have real stakes in the sense the politicians do. At least I have some indirect stakes because I live in Hyderabad.

    Also, my intention is to ask the internet debates to discuss Telangana's development concerns and especially what can be done to support the students who are in the agitation.KCR won't help them and the businessmen won't as well.The police are beating them up mercilessly. I see it as a more urgent issue than discussing bloopers in the report.

    That is all I have to say and if Sujai has an issue with my thoughts, he can ask me to stay away from this site.

  12. When people go around pelting stones at Ameerpet and Panjagutta or people throw stones at LANCO office and people stop films shootings and when people beat up teachers and lecturers and when people burn buses and people hit people and burn shops in Tarnaka and when people extort money. . .

    The time to pay back has come. People need to deserve freedom. When one person is silenced by the majority by force it is equally right for that one person to silence the majority by force if he/she had the means.

    The media blackout and the police were invited by the agitators. There's no need to scream injustice now when all the while injustice was done by the same party against a silent majority.

    People outside Telangana and those living inside Telangana do not pay attention to the real movement and they grossly underestimate the force of this movement. When I say this, usually the detractors think that it is a defiant posturing or a message of a threat and usually retort by saying, ‘oh yeah, we will see, our police will crush you’.

    When they say that, they don’t realize that we have been crushed before. And our movements have taken violent and non-democratic routes, and that is no good for the people of this region. This movement will be controlled, peaceful and nonviolent only as long as it has a political voice, using the democratic tools of India.

    This is what I was fearing- that the movement would go out of the hands of the political outfits – which include the political parties and various organizations and JACs. When that happens, it becomes unorganized, violent, and will be crushed with brutal force – which India is capable of – we have precedents for that. And many detractors are looking forward to that. That it should go violent so that it can be crushed with armed forces. And saner voices are trying to keep it nonviolent so that it is not crushed.

    Last time it happened in 1969, thousands were injured and nearly 370 people killed. For some reason, the detractors think that it will be same this time. Once it is crushed, they can just go back to living peacefully in this reason. They think it will be like 1969. They don’t see the difference between 1969 and 2009. This time the movement has support from grass root levels and has formed strong foundations with hundreds of political organizations and JACs working constantly (read ’72: Unite or Perish).

    Do I see a possibility of bonhomie between people of various regions after the violent suppression in this region? I don’t. Do I see clarity in politics of Telangana if the movement goes violent? I don’t.

    Those who deride Telangana Movement do not realize and appreciate the fact that the agitations have been extremely sober towards the so called ‘settlers’ and other detractors. What could happen now is exact opposite. Is that in the best interest of Telangana Movement or the future of Telangana? Absolutely not.

    You think they are gullible. They are not. In front of them I keep quiet because they know too much. They correct my statistics, they point out errors in my facts. They roll out data on TMC of water from Krishna River without even blinking.

    People think that it is the leaders who lead these students. Not really. These students come from backward regions of Telangana. If you tell them that Telangana gets more water than Andhra and that it is SKC which has said it, they will laugh at you. If you tell them that Telangana is more developed than Andhra because a report says so, they will kick you out.

    It is our arrogance to assume that these young students are gullible and innocent. It would be arrogance on our part to think that the students who protested in Tiananmen Square or those who protested against war in Vietnam are gullible or innocents. They are the ones who challenged the professors, leaders and politicians, combined.

    I am more worried for the unemployed youth in Telangana and elsewhere in AP, and for the poor farmers whose plight is getting submerged under this Telangana issue.

    You are worried about them. But they don’t want you to worry about them. They just want you to get Telangana first. They believe that a farmer in Telangana would get water only if Telangana is formed. I believe that too. Hence I do not hesitate from fighting for this cause.

    The world is not going to fall apart if Telangana is not given on a priority basis.

    Not for you. Not for me. For millions of Telangana people, a step forward is definitely a separate Telangana; 54 years of broken promises and agreement is a testament to that.

    But the issues of inflation, unemployment, and agriculture are the more serious developmental issues.

    Ha. You are being naïve here. Try saying that to Gandhi or Nehru when they are fighting against British.

    We have seen these students. They are far more focused and determined than we are. During the last one year, they trusted the saner voices which compelled them to take the democratic and political path. And they did it, however reluctant they were. My fear – I hope I am wrong – is that they are not ready to listen to the sane voices any longer. And that is not good for this region now, or in the long term.

    We have been betrayed. And it feels like we have betrayed our young people. Because we have no answer for them when they ask us, ‘why did you ask us to wait?’ The entire political bodies, the organizations and JACs are unable to articulate a proper answer that says, ‘O young people of Telangana! Don’t you worry! We will get Telangana for sure’.

    In 1920s, young people of India got disillusioned with Gandhi and separated from his ways and became violent, taking the matters into their own hands. They got really pissed off with Gandhi, his politics and his methods. Of course, it is a different matter that we hail those young men as great leaders now. But you have to understand that situation is no different from now. The politics has not worked. The saner voices have failed. SKC report has turned out to be a joke. I didn’t expect it to be so bad.

    Just my two cents from a practical and humanist perspective.

    It is easy to give two cents when it is not your issue. But we do appreciate it.

    Yes, there are many organizations and outfits that have come up during the last one year of Telangana Movement geared towards imparting the necessary skills to the young students of Telangana so that they can get jobs. Some social activists are working on providing employment in various industries. Telangana activists are working on bettering the cottage industries, get them funds, get them medical facilities, etc. Provisions are being made to ensure the industries in Telangana (when Telangana is formed), it will benefit the youth of Telangana.

    What you see on TV is just one face of this movement. Media shows only what makes sensational news. There is more to the movement but unfortunately some people living inside Telangana are not paying attention to it.

  20. I called up several people today and everybody has the same feelings: Betrayed and Cheated. People are more angry, not less after this SKC report.

    Concerns expressed were that the Congress is playing divide and rule policy in trying to separate few districts in Telangana.

    We started the report started from the times of merging. The first one is 'Gentleman Agreement'. Every one including SKC agreed that state govt. broke that agreement. So, does the Seemandra@ agree to restore that agreement? Or want to go grant us the state? If the want to restore the agreement, lets talk about other issues.

    Whether SA agree to agreement or not is inconsequential. The state has to implement any agreement. That it is doing so is reflected by the SKC. The task has to be completed. Repatriation of some 14000 out of 18000 has already taken place. The other condiitons have to be enforced whether SA people like it or not.

    Well, if you start implementing 'Gentlemen Agreements' , that means mulki rules too. Many of Seemandra@ gonna loose there jobs. As per the agreement, buying farming lands in Telangana by a Seemandrat should be approved by Telangana panel (or something like that, which doesnt exists now). By that rule, many of the transactions will be rolled back, for example Satyam RL Raju bought many of agriculture lands... etc etc.

    I say SA people like to divide than implementing 'Gentleman Agreement' now.

    FYI, That wasnt number of CMs but number of tenures. With Marri Chenna Reddy being CM for two times, it makes it 5. And from Kosta Andhra the number is 11 but is given as 10. So I guess that is a blooper.

  40. The Srikrishna committee report's biggest failure, from the Congress's point of view, .....

    Congress has very few options to save its party's position in a united or divided state.Right now, its only option is to divide and rule the forces in favour of Telangana and those opposing. The final line of the Srikrishna committee report might have been written for benefit of Congress's leadership.
    The report quotes the first Home Minister of India, Sardar Vallabhbhai Patel: "It will be a folly to ignore realities; facts take their revenge if they are not faced squarely and well."

    Yes I saw machine guns , I fired quite a few rounds from a lee enfield .303 rifle in a Police Range.

    The light machine gun you see on Top of CRPF trucks is Called a PKK.

    Iam familiar with all the Standard Issue rifles of CRPF like INSAS,SLR( modified FN FAL), AK 47.

    Gandhi was from Gujarat but he led many of activities from New Delhi or Kolkata. Hyderabad belongs to Telangana the way Delhi belonged to Indians, and therefore they originate many of their agitations in Hyderabad.

    SA always argue that there was no damage done to Telangana. How come they accept these again?

    Indians took nearly 90 years to attain Independence from British though the British though they had completely quelled any uprising from the natives in 1857 itself.

    At the outset, some or all such allegations appear true when absolute amounts,
    numbers and percentages are reviewed. Yet, when a study of rate of change,
    growth rate and shares in the state economy is evaluated, nothing unusual
    emerges. Telangana excluding Hyderabad, currently has a share of 36% in state
    population and 41% in state land mass. Any development parameter that is
    consistent with these shares can be considered on par or at parity with the
    population / share of land mass. Indeed, one finds that at a reference point in
    the past, such as the census 1961 or 1956 or 1974 since when factual data are
    available, the shares for Telangana were far too low (refer to Figure 2.44). In recent years, however the shares of Telangana for many common development parameters are in league with the share of population / area, often being higher.


    SKC is saying that telangana is at par with other regions and in fact TG was a poor region to start with, which shows how much telangana progressed.

    And in next section he says :
    Disturbing, however, are the growing levels of inequity within Telangana and Rayalaseema, and within the deprived population groups.
    That means that it is the rich in telangana who are exploiting the poor in TG ,not the andhras

    On page 457 see what is written :

    In this option there would be a clear division of Andhra Pradesh into
    two states – Telangana and Seemandhra and in the interim Hyderabad will
    continue to house both the capitals till a new capital for Seemandhra is
    created. For creation of a new capital, a large investment would be required,
    provision for which will have to be made both by the Union and the state
    governments.


    Centre and state governments will give us money to set up our capital.

    Plus he talked about consensus for this option plus safety of settlers ,so we can insist upon a act like SC/ST attrocities prevention act.

    Before 1947, during 1930 and 1940s, Indian ministers held offices. They were elected leaders. Leaders like Nehru and Patel were ministers. And yet, India did not think they had self-rule. They wanted completely independence from the masters (British) though the elected leaders were Indians.

    The same way, though the elected leaders are Telanganas the masters are Seemandhras who hold the majority in State Assembly.

    People in other states are not free/captive in any sense different from people in Telangana.

    India has always considered Telangana people to be different from people of other states. They gave us Gentlemen’s Agreement, they gave us a Regional Committee, a deputy minister, Article 371 (D) and Mulki Rules. Therefore they always knew that there is a very good chance Andhras would discriminate, marginalize and suppress people of Telanganas in the united AP.

    Do not forget Congress did not include any explicit promise of Telangana in manifesto. Yet they won. Single larget party in Telangana.
    PRP who promised 'Praja Telangana' drew nil (maybe 1?). Strong pro-Telangana party BJP won only two. MIM that was not totally infavor of Telangana won 9 seats.
    How one one should interpret it?
    People including Telangana voted against the parties that promised Telangana and for those who did not promise at all.
    Then why should TDP/CBN are bound by a promise that was rejected by people?
    For an year they have destroyed image of Hyderabad.
    (Of course this will benefit Sujai as there will spurt in IT activity his assets will appreciate multi-fold).
    Even after two days from publishing SKC report and further dodging by PC they could not understand who is stopping Telangana.

    Funny thing is a retired IAS officer from Guntur exudes confidence that Telangana will be formed. Whereas Telangana leaders and elite accuse each other in open debate.
    There are attempts to show MIM as Telangana drohi.

    Of course there is really good news. Congress party is virtually isolated. Historically congress party is the single most oppressor of Telangana wishes.
    Telangana can be realized by 2014 (maybe even before) if congress MLAs and MPs are pushed to edge.

    If we look at the department-wise details of employees identified for repatriation (18,856), this preliminary conclusion by
    the OMC is confirmed. Of these, it is understood that 14,784 employees now stand repatriated.


    SKC says that Girgilani commission calculated the 610 GO violations as 18856 . See not 2 lakhs as tom tommed by TG agitators. And even of the 18856 , 14784 ppl have been repatriated.

    SKC has literally blasted TG arguments and statistics.

    What are the other considerations? Is it a national secret that it cannot be disclosed to us? One can almost rationalize any kind of data with such vague excuses. For example, India can give 95% water to Karnataka and 5% to AP and say, ‘well there are other considerations but we will not disclose those to you’. Do you think AP will just shut up and not protest? Would it not cry ‘discrimination’?

    Such wild assertions by these committee members on such important and crucial topics which are at the core of Telangana Movement without giving any explanations or reasoning actually makes us believe that this report was ‘funded’ by vested interest. While giving excruciating details on trivialities like percapita and number mortality rates, they have completely glossed over the details on the most important topic – water from the rivers.

    Once Telangana is formed we are quite sure the Central Government will intervene and the valid rules will be applied and we will get more water.

    Think about this. They say that Telangana is on a plateau and hence it cannot get more water, but Karnataka and Maharashtra through which Godavari and Krishna flow are even higher than Telangana but are given enough water. Is it not clear that Telangana will be awarded more water than what it actually gets if the state is formed? If you have some intelligence (little more than SKC Tughlaqs) you will be able to deduce this on your without asking me further questions.

    3. First CBN, then central. CBN promised to T people about his unconditional support to T formation, and took U turn. Never apologized. Who knows about KCR, are we working for him? When I last checked my payroll, it is not from KCR/TRS. I always feel funny to see the people who still listen to KCR and clan and take them serious.

    4. You can interpret in any way. You tell us whom to elect when every one is promising the same? My personal choice is to vote Congress, because nothing will happen with any other parties. Others may think differently. Congress didnt promised, but they took few steps which appeared they are working towards it. YSR made a committee(or something like that in Assembly just before the elections). CBN is promised unconditionally, if he dont agree, then why dont he say the same thing?     Eenadu said the violations are around 50K. These are current violations.

    In this regard I certainely appreciate stand of TRS and BJP. They stopped at option 1. AP is not viable anymore. Demanded only one action Telangana with Hyderabad.

    Rigorous Crowd Control drill for Police.(and some discipline for andhra police will help)

    Giving a Pepper Spray Can to each police.

    Not Using Tear Gas Shells like Idiots, Ive seen sometimes they fired against the direction of wind,they were the one who ended up with Tears.

    Standard Riot Gear. Not the crappy shields and vests our police use.

    Use Helicopters to monitor Crowds.

    Dont Use Excessive force.

    A good Public Anouncement Systems,a Blowhorns for 10 police will be good.

    Who is front runner in movement? T-congress, T-TDP, Gaddar? Who has the largest following in movement? Srinivas Goud, Vithal, Balka suman all are with KCR. Gaddar's front was a still-born baby.

    Of course it is not new about many T-vaadis. Till date nobody understood and owned why T leaders accepted merger in 1956. They have conveniently ignored Andhra Mahasabha and vote in Hyderabad assembly. Some authors revered by T-vaadis even lied voting in Hyderabad assembly. On one hand they quote Nehru about Telugu imperialism. But they ignore Nehru's final call to merge the states.
    Hypocracy has limits. There are times one has to be honest to oneself.

    Not having a vote is the biggest lie. If you can get, see Indian Express newspapers of November and December 1955.
    Even this news about no vote in Hyderabad assembly was also orchstrated propaganda. There are many more lies about stand of KV Rangareddy and even the "sixth finger" comment.

    Decades ago Telangana elders willingly accepted the merger. First you must own the fact and talk further. Every kid talks as though Telangana was forcibly raped by otherside.
    You talk of your self-respect but forget that of others'. Telugus on otherside survived and fared better than Telugus in Telangana for 150 years.
    But today fanatics project as if they survived all those 150 years just to expliot Telangana people.

    3. Merger happened constitutionally with 2/3 vote in Hyderabad assembly and SRC Act in parliament.

    Act 2:
    The unhappy girl
    1. Telangana people are unhappy. They want to separate.
    2. They give clear mandate to the political outfit that championed their cause.
    3. The movement was oppressed and betrayed by the political outfit.
    4. Leaders accept another round of compromise formula.

    Girl is forced to continue in the marraige.

    Act 3:
    The discontented boy
    1. Seemaandhra rake-up self respect. T-vaadis say they faked a movement, nevertheless there was Jai Andhra movement.

    With situation that those "FEW" ProT guys injected hatred in the minds of other innocent Telangana people on Andhra people, even the recommendation #6 is very difficult. Not recommending #6 would also be backed up by the fact that per SKC report when Rayalaseema itself is proven to be lagging behind Telangana, why only separate package for Telangana? Moving on for other options..., if NOT recommendation #2, at least recommendation #4 would be ideal, as it's some thing like giving "a fair opportunity for all the 3 regions centered by extended HYD UT type region to develop themselves and prosper."
    If the first 424 pages were made available to common Telangana people all "those" people who became ProT "innocently" can change their mind and could come up with suggestion totally different from SKC's.. #7!


    If "Data can be cooked and misinterpreted.", how can you say that data has not been cooked by all those ProT parties claiming T region is lagging?


    Even though SKC report listed 6 options, the report itself belittled some of them as not workable/plausible.


    From the fact that you are "blogging" I would assume that you are educated enough to understand leadership (CM and Deputy CM) should vested upon the potent leaders available during that time and NOT by recommendations! Weather 4 or 6 CMs from Telangana, it doesn't matter! How many people you saw from coastal Andhra that cried that length of years ruled by Rayalaseema region CMs is more than coastal Andra's?
    As a matter of fact the # of PMs (or length of years ruled) from Northern India is far more than Southern India. Rather than treating statistics like this jealously / with hatred, if one can convert that to positive energy and become or groom others in the region to become good leaders, it can help region/state/nation.
    We need to come out of mind set for reservation of CM / Dy CM seat for specific reason, otherwise even if separate Telangana is formed now, it could end up as North Telangana and South Telangana in couple of decades time!


    In report comprising of aprox 500 pages, it would be possible that few mistakes/bloopers exist. Calling it a lie requires backing up that claim with a proper proof.


    Glad that number of bloopers (4) listed here could be counted with just one my hands! Excellent job SKC team!!

    Before 1947, during 1930 and 1940s, Indian ministers held offices. They were elected leaders. Leaders like Nehru and Patel were ministers.

    I seriously believe whoever draws parallel between Andhra/settlers and British need to get themselves checked for their mental state. The Indian ministers held offices but were never held the office of PM/President/Governor General. While PVNR, Jalagam Vengala Rao, Chenna Reddy, Anjaiah and many more held highest offices at state level.

    British used to put a signboard "Indians & Dogs are not allowed" , I do not think such kind of treatment was/is meeted out to natives ? All are equal in democracy and people were treated as such.

    Your posts are fast becoming recipe for hatred and violence more than anything else. Focus on real problems. A new state or an old state, the underlying problems are not going to get solved by change of guard where the same clowns will sit at the throne.
    If you cared to spend your energies in educating and bringing awareness to downtrodden, you could have commended yourself for a job well done instead of dishing out post of after post with same pungent, virulent diatribe. Did you ever, ever question your elected representatives why they could not put up a fight instead of whining about andhra domintation. I am sorry but I am compelled to use the word whining because that is all I am seeing from majority of pro-telangana posters on this forum. If you call all andhra migrants as settlers , I might call all those people who simply drop their shoulders and give up to compete and then complain about andhra domination as nothing but bunch of whiners. Period.You need to realize that the problem is with in not somewhere else. If those elected clowns from telangana (119 proud legislators) had an iota of self-respect and integrity things wouldn't have reached this far.

All TG politicians enjoyed their doing nothing for their people. Now that Hyderabad is ready-made revenue getter, they want it to occupy in the name of aatma gouravam.

    This blog has been drawing parallels with the current Andhra domination with that of British domination. Telangana is described as 'internal colony' and Andhras as 'masters'.

    One simple example
    Prof. Jayashankar says Bachawat award did injustice to Telangana by not allocating water based on catchment area. Basis for his argument is International water sharing rule of Helisinki.
    Sounds very much correct. Right?
    If one opens Bachawat award, the very first chapter discusses the same Helisinki rules at length.

    please read carefully the statistics given in the page 407 of the SKC report

    “The table given below shows the total number of years for which
    the positions of Chief Minister and Deputy Chief Minister have been held by
    persons from the three regions between the years 1956-2010.”

    the total number of CMs is 25 (6+9+10) (it is not the number of CMs but the the total number of terms for 16 CMs). It means some cms are elected twice or more making the number to 25


    6 times for tg region includes..

    1. burgula ramakrishna rao up to 31 oct 1956(mahabubnagar)
    2.pvnarsimharao 1971-1973(karimnagar)
    3.jalgam vengalrao 1973-1978(khammam)
    4.marrichennareddy 1978-1980(rangareddy)
    5. tanguturi anjaiah 1980-1982(medak)
    6. marrichennareddy 1989-1990(rangareddy)

    FYI Dr.Burgula Ramakrishna Rao was the Chief Minister of Hyderabad and not AP.

    The first CM of AP was Neelam Sanjeev Reddy.Count it from there you will see only 4 (including Jalagam Vengala Rao whose orgin is not in Telangana)

    Marri Chenna Reddy was elected twice though his tenure was only for 3 and half yrs odd including both the times he became CM

    Even if you count this two time, the number of CMs are still 5 but not 6 :-)

    they included two CM's from Andhra state too
    Then only the number comes to 10 from coastal region, otherwise it is 8 only.

    Even kids are shouting Jai Telanagana! In the first place why are the innocent minds tutored this way?Have you seen 'The boy in pink striped pyjamas' ?.     When you say you have stamina to carry out till 2064, well ,why do you resort to methods by which software projects are slowly but surely getting diverted to Bengaluru or Chennai?Why do you take the agiation to such a level?Initially the complaint was lack of development and the fight against that is now slowly becoming a stumbling block for the development.
    Please remember that the prudent thing is to oppose the exploiters and the exploiters come in all colours,sizes and are from all regions.
    If a separate state is formed there is no problem.Even if it is delayed please do not target ordinary individuals.It is the responsibility of people like you to sow the seeds of bonhomie between people of various regions.
    More over it is the political leadeship of Telangana which is to be squarely blamed for the violent turn of events and loss of lives.Why are suicides eulogized at the drop of a hat ? I have full sympathy for those precious lives but they were deliberately and cleverly driven to that extreme step by vested interests.Madhu Yashki without any provocation once said ' I am ready to face the first bullet..'.He and Harish Rao who doused himself with kerosine are still safe and kicking but in the mean time hundred of lives are lost.
    It is very sad that so many people took that extreme step.if you are keen to see that no more such things happen ,please stop eulogizing atma balidanams .
