Telangana 50: Lies, Damned Lies and Statistics


What happens when you give a fire extinguisher to bunch of monkeys? They use it to kill other small animals.  Though a fire extinguisher is designed to save lives, it can become dangerous if the user doesn't know how to use it.  The same holds true with statistics.  If the user doesn't know how to use them and when to use them, they can become lethal.

There are fools and then there are educated fools.  I have not studied Dr. Jayaprakash Narayan of Lok Satta, but was happy to know that he has chosen to fight corruption.  That's laudable.  But in the context of Telangana, I chose to describe Dr. Jayaprakash Narayan as one such educated fool who doesn't know how and where to use these statistics.   This is an excerpt from a chat with him:

There are some more facts. Literacy growth: Telangana : 1143% Rest of AP: 448%.

Some facts: Agricultural implents: Telengana-67% Rest of AP-33% Food grains-Rice growth(1955 to 2006): Telengana-708% Rest of AP-191%. Gross irrigation growth: Telengana-140% Rest of AP-38%.   
 
Because the growth rate in Telangana was high he quickly concludes that Telangana is doing much better than rest of AP.  Detractors of Telangana are using his observations to say that Telangana has never been discriminated - and in fact it developed more and better than rest of AP.

Here are three different countries with GDP growth rates for year 2007.

Country A: 11.1%

Country B: 5.9%

Country C: 2.0%

If you ask Jayaprakash of Lok Satta (JP) which country is doing the best, he and his followers will tell you that Country A is doing the best, followed by Country B, followed by Country C.  If JP was asked which country is far ahead of others, he would say that Country A is far ahead of Country C by many counts.  JP may even tell you that it is much better to live in Country A followed by Country B and the least desirable place would be Country C by all standards.  So, what are these countries?





Country A:  Ethiopia [11.1%]



Country B: Iraq [5.9%]



Country C: United States of America [2.0%]
 

No facts; only interpretations

The problem with statistics is that you can prove almost anything if the listener doesn't know  how the statistics are used.   They say: there are lies, damned lies and then there are statistics.  So, when the lie is biggest it is supported by a flawed statistic.  JP must have learnt the art of lying from his brothers at Satyam who have deceived this country and people for more than 7 years with cooked up statistics, where more than 13,000 fictitious army of engineers worked, had bank accounts and even drawn provident fund – except that they all existed only on paper, not in real life.

‘Statistics’ on Backwardness

It is a foregone conclusion amongst Andhras, clearly evident from so many comments written here, that Srikakulam is one of the most backward districts in Andhra Pradesh.  Some Andhras cited that district as an example to continuously tell us that backwardness is universal, that their district is backward than most Telangana districts. 

They also repeatedly tell you that Hyderabad is the most prosperous city in Andhra Pradesh, that this city was developed by Andhras with their hands (literally) and that it is the only reason why Telanganas are fighting for a new state, to bag this coveted crown jewel of AP.

Look at the graph here where improvement in Human Development Index (HDI) is discussed for various districts in AP:

From this graph, JP will conclude that Srikakulam is one of the most progressive districts in entire Andhra Pradesh.  He will tell you that Srikakulam is doing the best in the entire state while Hyderabad is doing the worst (it is at the bottom).  That it is much better to live in Srikakulam on all counts compared to Hyderabad.

There are lies, damned lies and then there are statistics. One look at the fields of Telangana and Andhra would tell you the state of affairs.   Facts can be interpreted the way you want to.   India did not fight for independence from Britain on a statistic.  Andhra State was not formed from Madras State on a statistic. What we need is a political decision, not a statistical report.

In fact, none of the states, Himachal Pradesh, Haryana, Gujarat, Maharashtra, Karnataka, Kerala, were formed on a statistic.  None of the states in Northeast, Mizoram, Meghalaya, Nagaland, Tripura, were formed on a statistic.  Even the most recent states, Chattisgarh, Jharkhand or Uttarakhand were not formed on a statistic.  There are some districts in Madhya Pradesh which are more backward than districts of Chattisgarh.  There are some districts in Uttar Pradesh which are more backward than districts of Uttarakhand.  There will always be some districts which are backward even in the the prosperous states like Gujarat and Punjab.  The formation of state, like formation of a country is not based solely on backwardness of few districts.  You have to see the picture holistically - I don't think JP et al can do that. 

More importantly, percentage increase can become an extremely flawed statistic if you don't know how to interpret it - as shown above.


SriKrishna Committee will surprise you

Beware Telanganas, you are in for a big surprise.  Another Satyam is in the making right in front of your eyes.  This campaign of misinterpretation and obfuscation of reality using numbers is only going to intensify.  There are thousands of schools on the paper, none exist in reality.  There is rice on the paper, none exist in reality.  There are facts on the paper, but none exist in reality.  The government is not in your hands. They will cook up facts and show that the poor orphan on  an Indian street is the Bill Gates in disguise.

Unless the SriKrishna Committee members actually tour the villages of Andhra Pradesh, they will never know the truth.  Andhras will cook up another Satyam and prove that the most backward districts of Telangana are in fact more prosperous than Beverly Hills of California.  And that’s why they celebrate the formation of SriKrishna Committee. 

My only word of advice: Beware.

    Someone on another group took the real numbers from % increase in schools in regions and dispelled myths.

    But, your presentation has been excellent to drive the point home.

My friend development is not measure in terms of greenery.I know how 'green' you are when you see the greenery of Konaseema.The development must be measured in terms of education,life expectancy and standard of living.There are so many backward areas in East and West Godavari districts.Have you seen the upland areas of West Godavari and how pathetic their lives are? This all bullshit.Srikrishna is not dumb.The committee has intellectual capabilities and would have all the facts.You have posed a very good question that Jharkhand,Uttarakhand were not formed just based on statistic.Hey you and I by sheer coincidence are on the same page here.But the states weren't born out of whims and fancies of selfish politicians and so-called sentiments.Nor did people of those states buy animosities with people from other regions in the same state and threatened them.

    Dear who ever you are,

    We strongly support you for your cause. Currently we are busy with Telangana agitation. Once we complete with this issue, we will focus on yours.

    Mean while could you make a case for separate Mahboobnagar? Like explain how Mahboobnagar was discriminated by Telangana, what are the advantages with separate Maheboobnagar state etc. Differences with Karimnagar wont help you much in your cause.

    If you do not have strong case, then our United Andhra guys can help you to prepare the case for you. They are we good at it and has lots of experience in dividing the Madras state showing the following reasons (sounds silly but it is true)

    1. Differences in language.
    2. Fear of discrimination (nothing actually happened at that time, but they just feared it may happen in future).

    After the division they are on the streets like orphans, without proper capital, running state govt/assembly in tents where pigs are roaming between there legs.

    So you make sure it is not the case in separate Maheboobnagar state.

    In our country there is a great need for few good men who can think above cater region and religion and tell people what is good for this democracy to survive.     That is what we worried more about. In our country if people like a guy, then people trusts what ever that guy says without thinking.

    Because of such situation, that guy should be more careful while talking.

    Sujai proved why JPs interpretation is wrong about numbers. Because of JPs false interpretation statements, now few of people are in the impression that Telangana infact developed more than rest of AP which is false in real world.

    If he is a great leader and working for people, then why he is hiding now? Why he is not working to resolve the current problem? I don't mind if he works for 'United Andhra' cause, but I hate to see him hiding like CBN.

    You don't need to go farther than his agenda to realize how clueless he is.

    A town within a radius of 10 km of every village will be developed by Lok Satta government with all necessary infrastructure at a cost of Rs. 25 crores.

    How many villages are there in AP? How many towns will be needed? What is necessary infrastructure? How does he know it costs only 25 crore? Start asking questions along these lines and you will realize.

    Keep reading his agenda and you will be hit by cluelessless of an order never seen before. That is left to you as an exercise, my friend! :)

    JP is a first-order clueless retard. He doesn't know that even a price of egg can't be controlled or predicted.

    Those well-meaning folks (such as yourself) impressed by JP, don't realize that his election is based on sound caste politics at work. He speaks about abolishing Caste in his agenda, but most of LSP contestants are Kammas (including JP), who ate into TDP votes (Kamma stronghold).     Every one knows now that our Satyam Ramalinga Raju was cooking books from past few years, so why didn't our govt. questioned him the year he started cooking books? Because no one knows about it.

    I agree with idler, JP is a pseudo intellectual. He appeals only to a few people. I have seen JP saying recently on TV channels that Telangana is not under developed. He always brings statistics with him to proove his point. This article is an excellent rebuttal to JP's high headedness and JP's arrogance. JP thinks and behaves as if he is the only educated person in AP and the rest of the people had to blindly agree with him.

    No loksatta follower can ever explain me why he choose to contest from kukatpally out of all the constituencies. He did not contest from the constituency where is a voter. The reasons are quite obvious. JP is a hypocrite.

    I asked the head master to use my donations to fix the ceiling, he said he need more money to reconstruct the entire school because school was beyond repair and repairing is waste of money, I took my cheque back and joined the T-movement.

    Andhra state in 1953 was formed on basis of hatred. After telugu people started plundering madras there was no other option left other than to offer separate andhra state for telugus.

    Yesterday I made a similar mistake and tried to add up the GDPs of the districts and divide them by two. I was literally yelled at by my economist friend and was told in no uncertain terms that I am a fool to do so. I was always a bit weak with Finance and economics :-)

    Anyways, these politicians know exactly what they are doing, they are not only trying to twist facts to suit their way, they are cooking books as well.

    Jaya Prakash Narayan is the worst of the lot. He claims to be a guy who is working against corruption, but all he is working against is the little people.

  84. In any discussion with national media , JP always gets this "primordial loyalties" phrase into picture and says division of the state goes against national integration.

    I firmly disagree that asking for telangana is a primordial loyalitity. Infact its much more than the feeling of Telugu amongst all the people of telangana and thats what we are asking for. Thats the common bond which we all share and are fighting for.

    It has such negative connotation and freely used by JP's that its lost its original meaning. Below is an extract from one of the research papers.

    Let us accept that he contributed greatly to the rise of IT professionals from our state. By recruting majorly from the state he gave them a platform to get into the industry. This happened despite the presence of highly parochial and despicable Bengali and Mallu HR managers and so you can imagine what a great achievement it is for a telugu person. And without doubt the beneficiaries have been people from Telangana and Andhra regions.

    Since he has not proclaimed himself as anti-telangana i fail to see why he has to be ridiculed here.

    I have heard a lot about JP Narayan through people. People have told me that he is highly principled and that he fights corruption like nobody's business. I admire those qualities in a person. I have to admit that I do not know him personally and like with every other politician, I have not listened to him much.

    You could say that my impression about JP Narayan was formed only in the last 3 months - all related to Telangana Movement. I have seen him speak on Telangana agitation - on Youtube. And I can say this - he doesn't take a stand on this issue. He evades the question and goes onto talk something abstract that people don't relate to. Most of us want solutions that are implementable. Rectifying the entire Indian system is something even I wish for, but I will not wait for that to happen to solve the immediate problems. JP happens to go into that idealism. Sometimes solutions have to be based in political expediency, instead of waiting for the right environment to work.

    I have listened to what he proposes. Many of us have similar ideas, of bringing governance closer to the grass roots. However, that is not the solution to the impending problem. A great leader is one who takes decisions at the right time even if it is suboptimal decision. I don’t see him as a good leader – may be a philosopher, but not a leader.

    It is OK to philosophize when we had all our full meal dinner. But when the state is burning, people are dying, you have to take as stand - and he doesn't. This is one of the greatest crises gripping people of Telangana and he doesn't take a stand on the issue. I find such people more deplorable than a corrupt politician who takes a stand.

    You have to forgive me here - but the quote on this blog says it all about me-

    "The hottest places in hell are reserved for those who in times of great moral crises maintain their neutrality."- Alighieri Dante

    I find his neutral stance deplorable. I find Chiranjeevi better than JP because at least he took his stance though it is against Telangana.

    Also, I find his usage of statistics highly ridiculous. I don't mind giving him a course on logic if he is ready. His statements and observations are now being used by the detractors of Telangana to prove that Telangana is in fact more developed than rest of AP. Since his word carries weight he should have been more responsible when he gave his observations. I believe his observations were based in prejudice. He is not ready to look at the problem in the eye and face it. He is ducking and shying away.

    Few times in history, a leader is actually faced with a great moral crisis. We are all in the midst of it. And JP needs to take a stance – I will respect him if he takes a stance either way.

    I would like to explain you whats our point about development. I will not go into numbers because every one has there numbers/stats. I will start with an example.(its not my case, just an example)

    I am a girl and I have a brother. My dad sent me a Govt. school and my brother enjoying luxury of good private school. After completing our studies, we both became engineers and working for good MNCs with almost same salaries.

    If you look back our history, my dad spend too much money on my brother than me (what ever the reasons). I can safely claim that my dad discriminated me in spending money for education. But you can argue with me saying, when you both became engineers how do you say your dad discriminated?

    In my opinion, regardless of final output, this dad did discriminated the girl in studies. If he equally spends on both of there children's studies then this girl might have in a very good position than the boy.

    Back to Telangana issue..
    As per your argument like JPs numbers, even though the development status is same between Andhra and Telangana, I strongly say our Govt. did discriminated Telangana in allocation of funds/water/resources.

    As per above video, Telangana may have more private medical colleges, but Seema has more Govt medical colleges, and we know which(govt or private) medical collage needs more govt. funds to run. And how a local guy can benefit from govt medical colleges than private.

    There may be equal schools between Telangana and Andhra, but it is true that the funds allocation for schools between region is not fair. Both regions may produce equal crop in a season, but major Telangana areas depends on borewells, where Andhra enjoys canal water system. Telangana farmer looses more money in electricity bills where Andhra farmer do not.

    This way, you can not argue with the stats like number of schools or total crop in season etc.

    After the 1969, 1972 agitations, Indira Gandhi had a small team for few years to look after the AP govt to make sure there is no discrimination happening in any region, I believe that is the time where Andhra leaders seriously started cooking books because they caught redhandedly by central audit in 1968 when they illegally used 33crores of Telangana funds in Andhra.

    This is SKC. Does it ring a bell? If so, it is a wrong one because we are not the Sri Krishna Committee, but only its namesake. However being a namesake does not discount our ability to collect analyse and arbitrate the views from all sides.

    Of late we have been following the posts on this blog site. We have come to the following conclusions and we are presenting the same.

    1. T and A are like two parallel lines (Samaantara Kambis)they never meet and should not have met in the first instance. Don't come to the hasty conclusion that we are Samaantara Kambi Committee.

    2. Hyderabad is part and parcel of Telangana region at present and it stays that way even if a separate T state is created. (We have to come to that conclusion, namely a separate T state, yet, but we are moving in that direction.). We think the destiny of H is with T and that of T is with H, meaning both are made for each other.

    3. We are not going to buy any development based arguments from either side. With so much cooking the statistics have turned too saggy for our palate.

    4. Even if you (either parties) shower us with your choicest inflections we are going to filter and take only the useful content.

    5. You can respond to our preliminary findings at 1 & 2

    And infact, no leader from Andhra region(congress party) served the post in the past 28 yrs. only bhavanam venkatrami reddy held it for a short period of 8 months. Before that, u hav to go far another 18 yrs where kasu brahmananda reddy occupied the post for a substantial 7 yrs. So the leaders from Andhra ruled for a max of 8 yrs which is even lesser than those of telanganites who took the seat for 13 yrs. I donot want to bring telugu desam party into the list (NTR) here as he is a regional party and feel pity if u guys expect that one will sacrifice their chief ministership on the basis of region where ever they are from.

    And now, as most of the chief ministers are from rayalaseema, and u already felt they are biased, one should expect a lot of vaaaast development in that region, with so many irrigation projects and schools, colleges.. but u must believe (as u already know) that it is the most underdeveloped in all 3 regions.

    And then those talking about nagarjuna sagar and srisailam dams..
    These are projects taken up by central govt as part of their implementing planning commission. Where Nehru felt them as modern temples for people. And the projects taken by state govt, in Godavari basin are all in telangana region. (sriram sagar, singur, nizam sagar). And in krishna basin it is jurala.

    Our politicians did asked for implementation of GO610 in 2001. Instead of implementation your CBN put a commission called 'Girglaini Commission' (as part of famous timepass technique). This commission did submited the report in 2004. And nothing happened in past six years about it. Why do we have to pressure all the time for our rights in our own state? where Andhras get everything without even asking? That means we are not living in our own state.

    I have been following your blog for quite some time now. I am a native of Nalgonda currently living in New Jersey. When people ask me why I support separate Telangana, I share my experiences about the life in telangana, how people are suffering and injustice met out to us but never had ready facts to counter the arguments of the others. Now that I am following your blog, I have all my facts ready and could even convince my friends here that we really need a separate state. I really appreicate you for doing a commendable job. God bless you. Telangana can be formed only by common people living the region and not by the corrupt politicians from all parties. So we need to englighten people.     Same way T movement also started 1969 .It has been there for 50 years in peoples hearts. Without consistent political party. Movements will never be continuous , one person has to start it , luckily we have skape goat KCR to start it and we took over it. Indians didnt fight consistently for 200 years against British.     My friend, while it would be very interesting to get JP Narayan's answer to your question, he is probably too busy entertaining folks on TV and debating on "larger than life" issues like LEADER movie, comments on fiscal deficit and what it means (duh!!) or talking about the railway budgets (of which he cannot influence 1 lakh-worth-funds)

    Chances (99%) are that he will strike off your question using his world-famous "primordial loyalties" line... and make you look like a fool to have posed such a question to him in first place.

    He may raise his voice, get very angry and even curse you for not taking an active role in developing your Telangana... and may also end up saying that if you voted the right candidates in, if you did your share of work in "Changing the System", you may never end up in the current mess.

    Then... when you are totally frustrated with your life... he may tell you how the "separatist" and "united" movements are a huge loss to the state exchequer... and how we are all responsible for putting the state back a few decades. (NOTE: He will never mention the Obulapuram mines issue).

    Now that you are totally out of steam and ridiculed to the extent that you will not open your mouth for a follow-on question, he will go on to explain to you :

    1. Why he is in politics... what his life ambition is...
    2. The high moral and etical standards he lives by
    3. The sanctity, scientifically and experimentally proved system of third republic (which he will never term as third republic... but as de-centralization of power and responsibilities) and try to buy your vote.

    His telugu will have a few difficult words scattered all over, the TV anchor would be lost (blank stares !!@!!!E$!) in comprehension...

    He will also carry a bunch of papers (with god knows what printed on it, if anything)... and say in very firm voice... that he has all the data needed to prove the points he just made.

    All the meek minds watching the episode would tell their kids..."look! he is the ideal role model for you! You should also study hard and become like him!"

    And... that is how JP's answer to your question ends....

    I copied following from other comment, JP is using percentage magic to fool every one, following example explains why his claims are false about Telangana super duper developed than Andhra

    There are two guys A and T.

    Salaries
    ------------
    A => $10,000
    T => $ 1,000

    After a year, company increased A salary by $10,000 and T salary by $5,000

    New Salaries
    ---------------
    A => $20,000
    T => $ 6,000

    The percentages of increase in there salaries.

    B => 500%

    Conclusion:
    Even though A got more salary hike, if you look at the percentages, B looks like he got too much hike which is false in real.

  157. Atleast he is going by what he see, what he believe. He isnt doing any magic. He saw some statistics, and he understands it in such a way that Telangana districts are growing faster. He is always from the beginning up for district level govts. He doesnt go by history, or sentiments or any other factors. He has done his research long back and is up for district level govts. "If people want Telangana state, its 100% constitutional and possible. Smaller states have the case of growing (gujarat/mh) and also have the case of not growing. Smaller states are of no harm. There even countries which are smaller than our districts but developed". This says he is never opposing Separate Telangana. He is not supporting it. Thats it.

These young followers, due to the emotional trauma at such a young age, are afflicted by JPhomo syndrome, a grotesque, perverse and disgusting manifestation of Stockholm syndrome (a psychological response sometimes seen in an abducted hostage, in which the hostage shows signs of loyalty to the hostage-taker). Being captured when they are still young, their identities are erased and all they can identify themselves with is the relationship they share with JP. They are emotionally bonded to their abuser. They will zealously guard their identities, which requires guarding JP like rabid dogs.

    Like all gay paedophiles, what they are engaged in is quite shameful in the current society. They have to hide-in-the-closet and that explains why they are ashamed of their own identities and keep posting as Anonymous. :)

    To all the afraid-of-society-but-we-know-what-we-are-hiding-in-the-closet-jp-followers: Its not your fault. Help is available. Come out in the open. There are top-notch psychiatrists in India.
