Telangana XI: Why so much opposition?

[The related posts are at: Telangana - A New State, Telangana II, Telangana III, Telangana IV, Telangana V: Political angle, Telangana VI: Hyderabad State?, Telangana VII: Political Drama, Telangana VIII: You need to make a case, History of Telangana I, Telangana IX: Riots turn ugly, Telangana X: Congratulations!, Vision for Telangana I, History of Telangana II]

Imagine if for convenience, during the time of US Independence they had decided to have only 6 states in the new Union by merging the erstwhile 13 independent nations into groups. Imagine Massachusetts was combined with Connecticut to form a new state. If, after 50 years of trying to make the new combined state work, they realize that it is not working out. They want to separate again. Would Boston that was part of Massachusetts go to Connecticut for any reason? Or would it remain with Massachusetts?

Any observer would easily conclude that Boston would go with Massachusetts. However that’s not how Andhra-Rayalaseema is arguing right now. When Andhra Pradesh was formed, Telangana brought Hyderabad into the state and now when it wants to move out because the marriage of convenience has not worked out they are being deprived of Hyderabad.

Imagine Churchill saying to Indians, you can have India but not New Delhi, because we have invested too much in it. Or imagine Pakistanis claiming New Delhi with an ‘almost’ perfectly reasonable argument that they are inheritors of the legacy and tradition of Mughal Empire - that they invested in heavily and built the city of New Delhi and also contributed to taxes that British used to build Lutyens’ New Delhi.

Hypothetically let’s imagine a situation where in Karnataka is now divided into north and south Karnatakas for whatever reason. Any observer with iota of intelligence would conclude that Bangalore would go to South Karnataka. His logic would be simple – historically and geographically Bangalore was always an integral part of South Karnataka. Now, imagine the residents of Bangalore, comprising huge chunk of Telugus, Malayalis, Tamils and even North Karnataka people who claim that they are actually in majority, protesting against this. They say, they don’t want the IT and biotech to slowdown in the city, and that they are completely averse to be part of the petty politics that is dividing this state. They decide not to get involved. Instead, they say, they want to opt out of this divisive politics and convert their city into a Union Territory depriving both regions of the city.

Imagine Gujaratis claiming Bombay city for themselves at the time of separation in 1960 claiming they have invested heavily into Bombay for centuries. Or imagine the immigrants of Mumbai converting the city into Union Territory depriving the Marathis of the city claiming it is a cosmopolitan city and financial capital of India. Imagine the immigrants depriving the Bengalis of Kolkata.

That’s what is happening in Telangana now.

The Telangana region, with Hyderabad deeply embedded inside it geographically, being part of its culture and historical heritage, being its capital city, joined Andhra Pradesh reluctantly and now it wants to opt out after the 50 year marriage failed. It’s not like Telangana sprung a surprise of separation. Starting from the formation of the state itself it has made many protests through various forums, including protests of 1950s, agitation of 1969, elections of 1971 and through election manifestos in 1990s.

The current situation in Andhra-Rayalaseema

These protests that are being carried out in Andhra for ‘Samaikya Andhra’ sound hollow. When we want to move out of the marriage there is no fun if you keep holding us back. We have been giving you enough feelers for the last sixty years for you to understand we are not happy with the marriage. Time and again you have come up with terms of reconciliation which have failed only because those terms were never implemented – they just remained hollow promises. We want to move out of this relationship but you are not able to understand and appreciate our position.

Why are you imposing yourself onto us when we want to live our lives separately? Can’t you be mature enough to let us go?

The relationship is already sour. Delaying this inevitable separation is only going to make it bitter and if prolonged it is going to make it venomous for all of us. As mature individuals we should decide part ways and stay friends.

There are many immigrants in this country in various cities. Tamils and Gujaratis have made Mumbai their home. Telugus, Malayalees, Tamils have made Bangalore their home. But just because these cities have allowed other people to settle down in their cities should not start making these cities converted into Union Territories or being separated from their regions.

Such experiments have not worked out in history. Geographical continuity is as important as cultural and historical continuity. Berlin was lying in the midst of East Germany and yet some portion remained with West Germany. Billions of Dollars have been spent to keep the city that way and thousands lost their lives – in the end it was sheer waste and just a matter of pride and ego.

Rosaiah said that they would see if there is majority in the Assembly for Telangana. How long will the majority impose itself onto the minorities? Currently, there are 171 MLAs of Andhra and Rayalaseema easily outnumbering 123 MLAs of Telangana. Therefore it is clear there will be no majority. Is this how India is going to protect its minorities? By allowing the majority to vote against minority?

Imagine what must have happened in the past.

Who wants to build canal from Nagarjunasagar dam to Telangana? Say Yes, Say No.
Good the majority doesn’t want it.

Now, we have to establish 500 schools? Who says there should 450 in Andhra? Say Yes. Good the majority wants it.

Though this is an exaggeration to drive a point, it was not hard to imagine how this could have unfolded in the last fifty years. In 1950s and 1960s, Congress Party was dominant in Andhra and Rayalaseema because they were under British, while Communist Party was dominant in Telangana. Even if the voting in Assembly was along the party lines which is what happens in India, Telangana would lose out. In 1970s, corrupt MLAs, MPs and CMs of Telangana were brought in to sing the tune of national agenda to keep the state together. These leaders betrayed their own people again and again citing they didn’t have enough power to wield. When the transparency was minimal, when the MLAs could be bought for a sum, when a region is already backward, Telangana MLAs were bought were a price and asked to sing the tune of united state.

Telangana lost out because it had to carry the burden of keeping the marriage working and pretending everything was alright while suffering and enduring discrimination all the while. Telangana lost out because the Indira Gandhi’s Congress was not ready to create more states. Telangana lost out because they had to unnecessarily live with the tag of united Telugu when they were only concerned with their self-rule, self-expression and self-development.

We don’t want continue with charade any longer. We don’t want to be cowed down by the majority of Andhra-Rayalaseema. We just want to be on our own so that our politicians, however vile they are, are at least accountable to us. So that they spend the money they get in our region, even if they eat half of it, at least we get the other half. Self-rule, self-development and self-expression are more important to us than the unity under a tag called Telugu. This tag does not even make sense when many Telangana people actually feel that their language is treated inferiorly by their Andhra brothers.

People of Telangana were a reluctant party to this marriage from the beginning – now we want it to end. We want to go our separate way with our state. If Hyderabad happens to be part of our region, please live with it.

Has it always been about capital city?

Why do you have so much love for people of Telangana that you want stay united with us? Do you have love for us or just the love for our city of Hyderabad?
Long ago, you vied the city of Chennai and try to get it from Tamils and you have failed. Now you want city of Hyderabad.

It’s high time people of Andhra built their own capital city and I am quite sure they will build a city far bigger and better than Hyderabad – there is no doubt that people of Andhra are more educated, industrious and enterprising. They have a rich cultural heritage, a far better agriculture economy, much better land reforms, and far more business men. I actually believe this.

I am quite aware of inadequacies of Telangana people. We have to do a lot to overcome our weaknesses. But we want to do that on our own. Hope you understand that.

If United States or France says, come join my country, because we have access to funds and investments, Indians would proudly say, Sorry. We may want to make progress like you, but on our own, not by joining you.

  1. The demand for a separate union terrritory of Hyderabad (neither for Telangana or Andhra but an autonomous entity) reminds me of gated communities in India where people can completely cut themselves off from the surrounding underdevelopment and poverty and pretend to live in the environs of a developed country.

I'm afraid the creation of a separate state is going to be a long drawn process. There is so much opposition to it and now all other opportunistic parties want their own separate states...

  2. I dont see a single damn reason why India should even exist as a single Entity.

I mean the phrase India itself is a bit of a misnomer.

Let me tell you this?....Apart from an odd cricket match what does the people of India have in common with each other?.

A Punjabi from Punjab absolutely has nothing to do with a "Madrassi"(Read Punjabi people consider entire south India as Madras).

A person from South (From my own personal experience) absolutely hates a guy from North ...be it a UP, Bihari or a Punjabi.

That hate goes to the extremes among the Tamilians. Yes South Indians hate and are racist against North Indian, but this hate goes to the extremes among Tamilians. They are not ready to even TALK to North Indians forget mingling and discussing anything.

I mean what does a person from North East India has in common with ANY part of India?.

I am sure on a plebiscite done in Arunachal pradesh, most of the people would choose to be with China.

I mean why would they not do so?.

To the rest of India, people from North Eastern states are nothing but "Chinkies".

People from Maharashtra hate anyone from not inside Maharashtra.

I think the current state of Absolute poverty and deprevation and lack of Human rights in India is due to the reason that India still exists as a single Entity.

There is absolutely no doubt that we are not made up to be a single nation.

Nationality has never existed in this part of the country.

The ideal solution to improve the development situation in the Indian region is to divide the Indian union into 30 - 45 independent Countries and each country should govern itself.

They could have a common currency like the European Union but each country should be independent of the other.

We have tried to live as a single country since the past 60 years and we have failed miserably.

ITS time to move on and divide the country please.

    NO FURTHER DELAY.

    Saurav Bhasin.

  4. Sujai,
I am a fan of your blog. But, as you said Telanagana wants out after 50 years of marriage, when a married couple splits, both partners should get equal rights, as both partners work on it.

Also, in a marriage there will be always be problems, the indian culture is don't split because of problems, work on them

I agree that more funds should be allocated to Telanagana and other backward regions, reservations should be provided just like we provide for backward classes.

But, spliting of states will cause more water sharing disputes, result in more MNS (Maharastra) like situations.
You seem like a very smart guy, dont u think we indians should move past thinking about how we were 50 years back ( whether we were one state then etc.)

  5. Hi you said no investment was done in Telangana. But most of the investment in Andhra Pradesh went into developing Hyderabad for last 60 years would you disagree with that compared to investment in irrigation projects. Amount of economy generated by those investments is far inferior to economy generated in Hyderabad. As you said may be it is time for rest of andhra and rayalaseema go seperate and build their own place. But I bet any movement and seperation will put Hyd future at stake. Investment will be wary because of political uncertainity until seperation. And after separtion politically weaker (with only representation of 17 MPs in Center) Telangana will find it harder to negotiate in Center. Andhra and Rayalaseema investors will thinks twice before investing in Hyd. Neibouring states like Karnataka and Tamil Nadu will develop with less competition.

Andhra Pradesh people took Hyderabad to their Heart and always strived to develop in to a world class city. Once it is taken away from them things will only be worse for all telugu people (Be it telangana, andhra or rayalaseema).

  6. I don't know the credentials of this blog writer. But my question is 'does telangana leaders want telangana without hyderabad'? and what about the wishes of hyderabadi people? who's gonna protect the settlers in hyderabad? the bad blood with which the division is being done would create hell a lot problems for the non-telgananites. DID WE EVER SEE ANY OF THESE TELANAGA LEADERS TAKE UP FAST FOR DEVELOPMENT OF TELANAGA? ONLY AGENDA WAS TO HAVE A SEPERATE TELANGANA STATE WITH ***HYDERABAD*** FOR LAST 10 YRS. I wonder how much development would have happended in 10 yrs.

But my question is 'does telangana leaders want telangana without hyderabad'?

Not just the Telangana leaders, but most of Telangana would like to opt out of Andhra Pradesh. Telangana includes Hyderabad. Therefore, naturally, most Telangana people assume that Hyderabad will go along with Hyderabad.

who's gonna protect the settlers in hyderabad? the bad blood with which the division is being done would create hell a lot problems for the non-telgananites.

If the separation is delayed as is being done, the hatred will grow against those who are opposing it. It’s unfortunate. But once the separation is done, the tempers will settle down and people will go back to doing whatever they were doing. India is supposed to protect the settlers wherever they are. But it is not a perfect world – we have imperfections everywhere.

Tamils in Bangalore are sometimes targeted whenever there is a dispute between Karnataka and Tamil Nadu. Shiv Sena started off as a party that went about targeting Tamils in Mumbai. Such incidents are sporadic and are not usually sustained.

We believe that once Telangana is created, we would be able to create a city that will be home to many settlers, including those from Andhra and Rayalaseema.

DID WE EVER SEE ANY OF THESE TELANAGA LEADERS TAKE UP FAST FOR DEVELOPMENT OF TELANAGA?

No. Actually we don’t want them to take up fast for anything - not even for development of Telangana. If they fast once in a while, we don't mind ;-)

ONLY AGENDA WAS TO HAVE A SEPERATE TELANGANA STATE WITH ***HYDERABAD*** FOR LAST 10 YRS.

Well. You understood it wrong. The agenda has been in existence for nearly sixty years. You seem to realize this only since 10 years. If you read a bit of history you will realize that this struggle for Telangana is a very old one and that it always included Hyderabad, even before your so called ‘development’.

Sujai, I am a fan of your blog.

Thank you. If you have been reading my blog you will realize that I am a strong proponent of proper representation of various groups and identities in this country. For me self-rule, self-expression and self-determinism is more important that unity. I believe unity happens only when all the parties who live together feel that they are well taken care of.

I agree that more funds should be allocated to Telanagana and other backward regions, reservations should be provided just like we provide for backward classes.

May be you are not aware of this. But promises – that include reservations to Telangana people in their own region – called Mulki – were given to them in 1956, in 1969, in 1972, in 1973, but all of them were eventually broken. The GO 36 that came out as an agreement to settle the differences between Telangana and Andhra people was eventually rejected by the Parliament overturning the Supreme Court ruling when the overwhelming Congress majority of Andhra region coerced the Center. The GO 610 which came about in 1980s to pacify aggrieved Telangana people is still not implemented.

Do you really think that people of Telangana should keep on waiting for decades and centuries to get what was promised to them while the demographics are continually being changed in Hyderabad so that this city is eventually deprived from Telangana people?

Unfortunately, most passionate supporters of United Andhra have been really ignorant of history. That doesn’t help at all.

  9. Wat next? Do u want a seperate country? If this goes on, the identity of India is lost. States r divided on a linguistic basis n i think it should remain the same.

By the way dude..u keep saying abt this under development in Telangana, did any politician go on a fast for projects allocation to Telangana or Andhra. Come on dude its all abt the selfish n corrupted politicians who want to get rich. They need to reach out to the ppl of all walks of life..be a pillar of support to them.. Instead they go around getting regional, communal and religious differences between the ppl. If they cant unite ppl better dont divide them. They r the reason of riots and imbalance in the society.

Politicians r supposed to be for the ppl, here it seems like they r the driving force for breaking the so called marriage which the ppl dont intend to have.

I strongly believe Andhra pradesh should be united for the economical stability n the well being of the ppl.

  11. Sujai,

There is a case to be made from another angle as well. Cities are the engines of growth and India needs more cities. By creating more states, we create more engines of growth.

"While there are 191 nations in the world, just 40 significant mega-regions
power the global economy. Home to more than one-fifth of the world's
population, these 40 megas account for two-thirds of global economic
output and more than 85% of all global innovation."

Investment on Hyderabad is minimal to non-existent. Money is drained from Telangana and used for projects in Andhra. A brief search yields:

"What projects in Hyderabad are being funded by revenue generated in Andhra? As opposed to $3-3.5 billion dollar Polavaram project that exclusively benefits Andhra or Nagarjuna Sagar or Srisailam Projects (which are in Telangana - but cater primarily to Andhra region).

Pretty much all offical/utility buildings including Assembly, High court, Osmania Hospital, Osmania University, Nampally station, Paigah Palace (US Consulate), Chowmahal, State Bank of Hyderabad, Gunfoundry, Government Mint, Fateh Maidan, Tank Bund and many Roads and bridges in city and many many more existed before Andhra state. Paid for by revenue generated from all districtis under Hyderabad state.

What is the cost of water from Osman Sagar, Himayath Sagar, Singur/Manjeera reservoirs (and also Mir Alam tank in certain parts)? All existed before Andhra state - Paid for by taxes from all districtis under Hyderabad state. In 50 years we have not changed rusty/broken pipelines initially laid during Nizam's reign!

The electricty is either from Ramagundam Thermal plant from coal mined in Singareni, Srisailam Hydel project (all in Telangana)" -- r2iclubforums

Your question does not merit a response - it is a logical fallacy: Circumstantial Ad Hominem

"A Circumstantial ad Hominem is a fallacy in which one attempts to attack a claim by asserting that the person making the claim is making it simply out of self interest." -- Description of Circumstantial Ad Hominem

... and we'd have to conclude that you, being from Andhra are benefitting in this arrangement and would like the status quo.

  15. good post. appreciate your views on why Telangana.
I am not sure whether all people in telangana wanted a seprate state though. I am from coastal AP, but my family has very strong ties with Hyderbad, even from the days before i was born. I have been educated in Hyderabad, married to a hyderabadi but I truly do not want a separate state!
I have more than 100 freinds from my medical school in Hyderabad, who were from telanaga region and i have never seen or heard any such demand from them! they still havent changed their views! but these guys are threatened, and i wonder why one should feel threatened to express their views in a democratic country?
Many of my well educated telangana freinds hate this discussion. But as is happening these people are being gheraved and threatened. It is almost a taboo to utter a word against the formation! we are not even allowed to speak. Leave alone me, i know several people from telangana region who cannot talk beacuse of fear. The leaders have created a militant environment.

all of a sudden, few retired politicians create a false sense of hope among telanga youths and have started spilling venom on people who came from coastal AP. You will not have heard the atrocities committed by the telanagana activtists by blackmailing and demanding protection money from restaurent and mess owners from Ap ( setteled in Hyderabad). infact the whole JAC (local, galli level JAC s) meetings are being organised with money looted from tehse poor people.
People like me will not have had a problem at all if the president of india decided to split the state with out any agitation and not based on black mail politics, but i have serious problem with states being formed due to blackmail politics threats. They have issued statements that they will protects Andhra settellers. The state is not being able to protect its own subjects, the leaders are threatning to slit tongues of people, and why do we need to be protected by these goondas, in our own land?
i am 100% sure that my hard earned respect, pride and assets will be threatened by the Telangana activists for financial gains, and why will I support the agitation or the movement. This is the plight of many people from hyderabad.

i think the Central Government should kick out people like KCr and hius family, also issue striuct warnings to all leaders and at the same time gain teh trust of innocent telanaga people, but truly coming forward to address their core issues, and include that this may even include a separate state. I seriously think centre should also pass a rule that no bandh, dhranas should take place. The whole issue will be sorted calmly only when none of the politicians is given a chance to take credit for this. The statement should include soem hard wors like, the people should control theri leaders not to create problems, by talking too much.

lastly, i dont agree with the arguement that a demand that has been there for 60 years should considered. India was formed with out any consensus in 1947, we still learned to live as brothers of teh same country, and we haev learned to respect each others cultures under the same flag.

some one may ask fro Khalistan again, and i will not accept that this has been a demand fro 30 years! each demand will have to be seen a separate when times change. Only if one man was alive, the seprate statehood demand would have been quite for now. Only beacuse he is the only man that most telangana peole trusted when he said he understood the sentiment in telangana but was cautious not to create new problems in an attempt to solve the existing problems.

botom line is have it if all want it, but how the hell are the citizensa of this land going to be safe? We dodnt want political leaders promising!!! how can this be established?

    all the best

I am from a renowned medical college in Hyderabad and I know more than 100 people who wanted separate state for telangana. These include my seniors and my juniors. I do not know any telangana student ever said any thing against separate state. However along with me we always decried over KCR and TRS. But we were positive about one thing i,e separate telangana.
And I still have lot of friends who are juniors from both the colleges but no one till now has told me that they do not want telangana or that they are threatened. Infact most of my juniors say they are ready to take roads when they do not have exxams.
Your rants are just baseless. I know how my college used to enroll students from andhra against all rules of local quota and my seniors even went to court to fight these enrollments. Probably you a kind of illegal entry into the college. I am sure you are. I would only say if you feel threatened you can go to court for justice. But you will not go because your admission is against rules and the others will probably move you out of the college by moving to court just like you.

It was not all of a sudden. Three days before Dec 9th on the central govt recieved letters from all parties in AP supporting telangana. We people of telangana have been building our case since past two decades. If you are oblivious to your surroundings then that is your fault.
And I know how goondas in VJA threaten every businessman and shopkeeper for Haftas. And these are not from telangana. Likewise every city including hyderabad have such goons. They do not belong to one cadre. Go Gaddi Annaram Market and ask shop keepers They will tell you scores of ANdhra settler goondas who take haftas from them and how your andhra lawyers protect them.

The very word "hope" gives a sense of how you feel about telangana people.
You know telangana people want separate state(and therefore their hopes).
But you think you are the master.
So you urge the govt. to suppress the voice of victims by force.
Do you think it is democracy or a plutocracy??

People of telangana also have problem with blackmail politics like you.
So go to your place and fight with out blackmailing to unite old andhra state with Tamilnadu to for Madras presidency again. If you do not know history,
your andhra state was separated from MAdras based on the same blackmail poiltics.
Since you decry such politics, you can fight against govt for separate andhra state again, but this time with out black mail.

  21. hitch,
    Thanks for your views.
    firstly,
be kind enough to the administrators of this blog, and stay out of personal comments. By gods grace, I was successfull at with very good grades, and happened to be among the few who got in to Medschool, within my first attempt ( that too a top rank) in entarance exams.I am sure you will not want go there again. Congarts if you got trhough the same way!

"Goondas in VJA, and Andhra Goondas in GaddiAnnaram "
your refer to Goondas being every where. Are you trying to justify this, and are you trying to justify extracting money from the innocent to run the JAC meetings? I certainly don't entertain this! and I cannot defend this, regardless of their area of origin.

" I have many freinds you who support Telanagana".
Very good. You are talking in my lines. I too have many people from Telanagana who believe they are being used, in the name of statehood. The current Politicians have created a fear among people and we now a peculiar situation, where no one is willing to go against " mobs". It is a shame that we are calling our selves democratics and yet are unable to tolerate an alternative view!

    "Politicians" issues.
Then come out in real large numbers, and convince your fellow citizens, by repsecting their sentiments as well. Do not hide behind these politicians, if you don't like them. Discard these politicans from the system. Then gain the public respect. Imagine, we are in a system, where one politician like KCR is being consulted, by busness heads, Movie industry heads, IPL heads, and amny others, it is a disgrace that we are allowing such things in democracy and i see no one inclduing the goverment comemnting on this! please don't compare acts of this amgnitude and disgrace with some thing in VJA or Gaddi annaram.

    lastly,
I guess the whole idea in these Blogs is to try and get your point accross but not make derogatory statements against each others. It si when people cross lines, then "talks" or "discussions" become baseless. LEts try and sick to logics.
